Franklin County Corrections Center II
Confirm the Sheriff’s Office ID and current housing before a visit, mailing or deposit. Karnes and Center II have different contacts, mail labels and reentry hours; the former downtown jail is historical.

Franklin County adult custody: a practical family guide.

Franklin County Sheriff adult custody at James A. Karnes Corrections Center and Corrections Center II. Former downtown Center I, juvenile, community corrections, state and federal custody are separate.
- Find current housing
Use Booking Find or call 614-525-3368; save the Sheriff’s Office ID.
- Confirm the appointment
Karnes visits: 614-525-3383; Center II: 614-525-7131.
- Pay the correct service
Phone, video, Keefe commissary and court bond are separate.
- Plan the return
Verify pickup, health needs and the correct Rapid Resource Center hours.
Find the right facility
Custody, identifiers and boundaries.
Find the person and confirm today’s housing
Current Sheriff custody information: 614-525-3368. Search Booking Find by name, using the current-offender option. Match more than a name. Keep the Sheriff’s Office ID, booking information, physical facility, charges, case numbers and next court date.
- If no result appears, retry spelling or a shorter name and check the search filters. A recent arrest may still be in processing. A missing result does not prove release.
- Call with the full name and date of birth. Ask whether the person is in intake, assigned to Karnes or Center II, at court or hospital, released, or transferred to another custodian. Confirm the ID before depositing or addressing mail.
- If the Sheriff cannot locate the person, ask the arresting agency where it delivered them. County adult custody, juvenile detention, state prison, federal/ICE custody and another county require separate searches and rules.
- Check current housing again before travel. The Sheriff directs bond questions to the court clerk: a displayed bond or court event does not mean all release conditions have been met.
The current Corrections directory gives 614-525-3368 for both adult jails. Older Center II materials list 614-525-7100, and a court FAQ lists prisoner information at 614-525-3340. Start with the current Sheriff number above; these older numbers are not evidence of a different active jail.

Two active adult jails; downtown Center I is historical
| Facility | Address / current desk | Use and limits |
|---|---|---|
| James A. Karnes Corrections Center (JAK) | 2551 Fisher Road, Columbus, OH 43204. 614-525-3368; visits 614-525-3383. | Current adult housing and intake. The 2024 annual report dates transfer of intake here to November 18, 2024. |
| Franklin County Corrections Center II | 2460 Jackson Pike, Columbus, OH 43223. 614-525-3368; visits 614-525-7131. | Still an active housing facility. Closure of its intake operation did not close the housing jail. |
| Former Correction Center I / downtown Main Jail | 370 S. Front Street, Columbus. | Historical directory entry. The 2024 report describes closure of the downtown Main Jail; do not use the old entry as a current visit or pickup destination. |
Plans for Karnes expansion or a future Center II closure do not establish that a particular housing move has occurred. Ask for the person’s current facility; this guide does not assign residents by sex or security level from construction announcements. The Sheriff’s downtown administrative address, 373 S. High Street, and the older downtown “Karnes Building” name are not the Fisher Road jail.
This guide covers the Sheriff’s adult JAK/Center II system only. Franklin County Community Based Correctional Facility, juvenile detention, Franklin Medical Center and other Ohio state prisons, federal facilities, and Franklin counties in other states are separate. Original directory capacities and population counts remain historical provenance, not current available beds.

Plan a visit
Reservation, children, clothing, video and access.
Reserve the correct facility’s video visit
Use the Franklin ViaPath visiting portal. The county’s current public notice expressly describes Center II replacing in-person visits with virtual visits and providing 2 free 20-minute virtual visits per week, with additional paid visits available. It does not expressly extend that quota to Karnes.
| Facility | Published rule | Confirm with the correct desk |
|---|---|---|
| Center II | 2 free 20-minute virtual sessions weekly; paid additional sessions. | 614-525-7131: actual appointment windows, onsite option and remaining allotment. |
| Karnes | Countywide video instructions and the live portal are available; no complete Karnes-specific public schedule or free quota found. | 614-525-3383: current quota, duration, remote/onsite availability and public visitor location. |
- Register using your own email, name and identification details. Check junk mail for the welcome password and Visitor ID; use the portal’s password/email recovery if necessary.
- Add the resident under My Inmates, by ID or the first 2 letters of first and last name. If the person cannot be added or shows as unapproved, confirm housing and ask the facility what approval is needed. The provider explains approved-list controls conditionally; that is not proof that every Franklin visit has the same list requirement.
- Select every participant, resident, facility, date, time and location. Finish until the visit shows Confirmed and save the confirmation. A Conflict or unavailable calendar requires another selection or help, not an unconfirmed trip.
- Use the confirmed appointment’s check-in instructions. No current public county rule located specifies a universal advance-booking interval, early-arrival requirement, late cutoff, cancellation deadline or full daily timetable for both jails. Ask the appropriate desk before booking travel.
Ohio’s current jail standard requires posted visiting information and generally at least 30 minutes of visiting opportunity weekly; video visits must last at least 20 minutes. These statewide minimums do not establish a particular Franklin appointment, a contact visit, or an extra free Karnes session.

Identification, children, clothing and special visits
The portal registration requests identification type and number; Ohio’s jail standard requires valid identification. Confirm the acceptable original ID with the facility before leaving, especially an expired, foreign, temporary or replacement document. Registration alone does not establish admission.
Children: the portal’s public FAQ directs adults to My Account → Manage Visitors → Minor Visitors. A minor cannot schedule alone and must be included with a registered adult. If already registered under someone else, ask facility staff to add the child correctly. The local age threshold, birth-certificate requirement, parent/guardian proof, nonparent consent, total party limit and whether infants count toward it were not published in the reviewed Franklin materials. Ask the visiting desk before bringing a child; do not infer another county’s rules.
Prepare with the desk: ask which clothing is prohibited, whether religious headwear needs private screening, what infant feeding/diaper items are allowed, whether a stroller or carrier can enter, and where bags, phones and keys must be stored. A complete current Franklin dress code, infant allowance and locker arrangement could not be verified. Plan coverage for a child if entry is denied; do not leave children unattended.
For disability, language, religious, pastoral or exceptional family needs, request arrangements before the appointment and ask who can approve an exception. Ohio requires written special/contact-visit policies, but that does not guarantee contact visiting for a particular resident.
Attorney access is a separate process
The portal’s current attorney notice requires one-time in-person registration at 2460 Jackson Pike with a driver’s license and BAR card verified/scanned before remote attorney registration. Attorneys should confirm the current professional process and confidential connection with the facility. Do not apply this attorney enrollment instruction to ordinary family visits.

Connection checks, cancellations and failed sessions
- Before the appointment, run the portal’s INTERNET VISIT TESTER. Its current requirements list Edge, Firefox, Chrome or Safari, webcam/microphone access and at least 1 Mbps upload and download. Close other camera applications, including meeting software.
- The county’s Android instructions require both VisMobile and VisMobile Add On. Use headphones; avoid public Wi-Fi, heavy streaming and unnecessary movement. Test the actual device and network you intend to use.
- Check in as directed. The county poster says the resident’s kiosk logs out 1 minute before the visit and the visit starts automatically. A white screen can mean the visitor has not checked in; check camera permissions and volume controls before restarting.
- To cancel, open Upcoming Visits, choose Cancel and confirm. Review the displayed charge/cancellation terms first; the public FAQ says the facility sets the cancellation period. Keep a screenshot or confirmation.
Technical help: 855-208-7349. Give the Visitor ID, appointment date/time, facility, device/browser, error and receipt number. Do not give a support caller your password. For a housing restriction or missing resident, contact the jail’s visiting desk.
The portal refund policy says the card is charged at the scheduled visit rather than booking. A facility cancellation for a restriction, event, unavailable station, reassignment, release or closed center is not charged. A visitor cancellation or connection failure does not automatically qualify for a refund: ask support to review the actual session. Past-visit receipts remain available for 6 months. Do not immediately buy another session until the first charge and remaining free allotment are clear.

Request access before reserving travel
Call Karnes visits at 614-525-3383 or Center II visits at 614-525-7131 and describe the needed accommodation: step-free arrival, mobility device, hearing or visual support, interpreter, accessible video equipment, or assistance with online registration. Ask who will confirm the arrangement and record their name. The reviewed public materials do not identify a dedicated visitor ADA coordinator, accessible entrance or guaranteed walk-in technology assistance.
For disability-related denial of services or access, Disability Rights Ohio accepts intake at 614-466-7264 or 800-282-9181, Monday–Friday, 9 AM–noon and 1 PM–4 PM, with translation available. Its contact page’s temporary September 8–18 pause had ended before this September 28 review; assistance is still subject to intake, not guaranteed representation.
COTA Mainstream requires eligibility certification based on functional limitations before booking; it is not automatically available because a trip is to jail. Ask 614-275-5833 about eligibility or visiting-customer status. Certified riders book Mainstream 1–7 days ahead at 614-272-3033. Confirm the actual jail pickup point and return plan; an uncertain release time may not fit a reserved ride.

Stay in touch and send support
Separate accounts, phone, mail, books and trust.
Choose the right account before paying
| Purpose | Service / ownership | Important separation |
|---|---|---|
| Video appointments | Franklin ViaPath portal; visitor registration. | Confirm the appointment and any charge. Free Center II allotment is not commissary credit. |
| Calls to your number | ConnectNetwork AdvancePay; recipient-owned account for a specific number. | Does not put spending money in the resident’s trust account. |
| Resident’s calling funds | ConnectNetwork PIN Debit; resident-owned phone funds. | Can pay for permitted calls; not a family-owned refundable balance. |
| Commissary / trust deposit | Keefe / Access Corrections; select Franklin County Jail, OH for either active jail. | Separate from ViaPath phone/video funds and bond. |
| Court bond | Correct court clerk or its confirmed bond service. | The court’s bond kiosks at Karnes are distinct from Keefe commissary kiosks. |
The current ConnectNetwork Franklin County OH listing verifies AdvancePay, PIN Debit and visitation scheduling. It does not establish a local paid messaging, voicemail or outside package service. Free tablet access to scanned mail does not by itself mean a GettingOut messaging account is available. Ask before buying a product merely because a national provider advertises it.
Sources: ConnectNetwork: Franklin County OH services · Sheriff: Keefe deposit methods, fees and limits since June 23, 2025 · ViaPath: Franklin portal, public FAQ, contact and refund terms · Municipal Clerk: November 14, 2025 bond-kiosk announcement
Set up calls, fix blocks and recover eligible balances
Use ConnectNetwork’s Franklin County OH service page. AdvancePay funds calls to the specific telephone number attached to your account; another relative’s number needs its own proper setup. PIN Debit belongs to the resident and can pay for calls to permitted numbers. Confirm the current rate and any fee before paying; no current Franklin-specific call-hour, maximum-duration or rate table was verified.
- AdvancePay automated payment: 800-483-8314. PIN Debit automated payment: 888-428-1845. General customer service: 877-650-4249.
- Verify the account email and check junk mail. If no verification arrives within 24 hours, ask support. Make the card billing address match the issuer’s record.
- If calls fail, check the correct number, account balance, blocks and the recorded acceptance prompt. Custom ringback tones can interfere. Ask support to remove an unintended provider block; ask the jail separately about a resident restriction or unavailable phone.
- To stop calls, follow the recorded blocking option or ask customer service. Do not accept a demand to send money to an unrelated personal account.
Refunds and account closure
ConnectNetwork’s notice effective June 1, 2026 says AdvancePay becomes inactive after 180 consecutive days without use, unless governing law or contract requires otherwise. Once inactive, there are 90 additional days to request a refund before the balance is converted to the provider’s free-calling program. Account use resets the inactivity period. Customers who provide contact information and opt in receive an expiration reminder at least 30 days before expiration. This dated notice supersedes older help text that excludes inactive accounts; request your refund through 877-650-4249 and keep the case number. The provider aims to process requests within 30 days and no later than 60 days. Save the request and receipt. PIN Debit money belongs to the resident; the provider describes remaining funds being returned to the resident on release, not refunded to the depositor. Ask the jail how that payout is implemented locally. A depositor can view their transaction history but cannot assume access to the resident’s private total balance.
Ordinary calls may be monitored or recorded. Counsel should arrange an approved confidential channel and verify its configuration before discussing case facts. Ohio’s jail standard provides access to telephones after reception, but it does not promise that the person can receive an incoming family call on demand.
For a call that disconnects in less than 5 minutes, the provider invites a support investigation with date/time, facility and resident name. Its general FAQ excludes poor-quality or disconnected cell-phone, forwarded and internet-based calls from refunds and evaluates other requests individually. Ask what applies to the actual Franklin charge; do not assume a failed call will be credited. Avoid call-waiting tones, keypad entries or attempted three-way calls that can trigger a disconnect.

Personal mail is scanned; legal mail goes directly to the jail
The county’s May 28, 2024 notices route ordinary personal postal mail for both active jails to a scanning center. Use the exact facility label, full resident name and Sheriff’s Office ID; the notices warn that scans are assigned by ID, not just name. Put your own full name and physical return address on the envelope.
| Current housing | Personal-mail address |
|---|---|
| Karnes / Fisher Road | Franklin County OH Corrections Center Resident full name #ID PO Box 247 Phoenix, MD 21131 |
| Center II / Jackson Pike | Franklin County OH Corrections II Resident full name #ID PO Box 247 Phoenix, MD 21131 |
Approved scans are available on the resident’s tablet without charge; jail staff review the contents. Mail-delivery/scanning problems can be sent to info@TextBehind.com with facility/state, resident name/ID, sender and mailing or processing date. The resident should report tablet-access problems to jail staff. Do not send original identity documents, cash, money orders, stamps, blank stationery, packages or privileged mail to this scanning box.
Originals are not kept indefinitely
TextBehind’s current family instructions say physical mail is destroyed after 30 days from receipt. Request an important original back immediately through its support process; recovery is not guaranteed. Its published standard return pricing is $1 per letter plus $2.50 shipping/handling, with a $10 expedited option and separate international arrangements. Confirm the actual charge and availability before relying on return. The Center II notice also describes a staff process for requesting original documents; it does not promise automatic forwarding to a family.
Legal and confidential medical mail: send directly to the person’s current jail at 2551 Fisher Road, Columbus, OH 43204 or 2460 Jackson Pike, Columbus, OH 43223, with full name/ID. TextBehind does not process identifiable privileged mail and advises clear legal/confidential medical marking. The Center II FAQ says legal mail sent to the scanning address is returned, not forwarded. Counsel should confirm the jail’s exact envelope marking and professional sender requirements before mailing. Ohio requires legal correspondence to be opened/inspected in the resident’s presence. This is a county-jail rule; do not borrow a state-prison legal-mail registration system.
If mail is withheld, ask for the written reason and the resident’s review/appeal procedure. Ohio requires documented approval and notice for security-based mail rejection, but the local appeal recipient and deadline were not found. Ask the mailroom through 614-525-3368. A scan failure, wrong ID and a content rejection need different corrections.

Books, photographs and packages: use the approved channel
The Sheriff allows new softbound books and magazines sent by a verified commercial publisher or retailer, such as Amazon or Barnes & Noble. Orders must be prepaid, unaltered and labeled with the resident’s full name. The county requires USPS delivery only; no UPS or FedEx. Confirm the seller’s final carrier and current jail delivery label before ordering; a marketplace listing does not establish an approved seller or shipping method.
Send approved publications directly to the current jail, not the Phoenix scanning box. The Sheriff prohibits used books, private-party shipments and bulk-rate material other than books or magazines, along with material promoting lawlessness, pornography, violence, discrimination or gangs. No current local book quantity, page-size limit or complete rejected-order return process was found; ask the mailroom before a large purchase.
Personal photographs mailed through USPS belong with the ordinary-mail scanning process. A current local photograph count, dimensions and image-content specification could not be verified. Avoid sending an irreplaceable original; ask staff before sending unusual formats. TextBehind’s general scanning exclusions include bound photo albums, stickers and embellished or electronic cards; its national list does not establish every Franklin-specific exception.
The current county page says underwear, socks and T-shirts are not accepted from outside. Since February 18, 2019, contact solution and reading glasses are not accepted at the visiting window and are directed to commissary. Ask Medical about a prescribed vision aid or other medically necessary device rather than treating an ordinary-shopping rule as clinical authorization. No current approved outside care-package program was verified; do not buy from a vendor listing for another Franklin County.

Keefe deposits: methods, actual fees and limits
Since June 23, 2025, the Sheriff uses Keefe Commissary Network. At Access Corrections or its app, choose Franklin County Jail, OH for either Karnes or Center II, then the resident’s full name or Sheriff’s Office ID. Verify the recipient before confirming; save the receipt.
| Deposit amount | Website card | Phone card | Lobby card | Lobby cash | Retail cash |
|---|---|---|---|---|---|
| $0.01–$19.99 | $3.95 | $4.95 | $3.95 | $3.00 | $3.95 |
| $20.00–$99.99 | $5.95 | $6.95 | $5.95 | $3.00 | $3.95 |
| $100.00–$199.99 | $8.95 | $9.95 | $8.95 | $3.00 | $3.95 |
| $200.00–$300.00 | $10.95 | $11.95 | $10.95 | $3.00 | $3.95 |
- Lobby kiosks, 24/7: 2 in Karnes’ front lobby at 2551 Fisher Road; at Center II, 1 at the north visitor entrance and 1 at the south visitor entrance, 2460 Jackson Pike. These are deposit locations, not a promise of visiting or release access at those doors.
- Phone: 636-888-7004, available 24/7 with English/Spanish automated or representative help. The county labels it toll-free, but publishes this 636 number; confirm your carrier’s charge.
- Retail cash: register at Cash Pay Today, add the recipient, generate the barcode and choose a participating location. Tell the clerk VANILLADIRECT PAY. Verify the actual branch’s service before traveling.
Published limits: kiosk cash $300 per recipient per day; retail cash $900 per recipient per day; card deposits $300 over 7 days per recipient and per card. The county warns that more than $2000 sent to a recipient over 10 days triggers investigative inquiry. Do not split deposits to evade limits.
Money orders, indigence, balances and release
The separate inmate-information page still permits only US Postal or Western Union money orders payable to the resident, but says they are placed in personal property. That is not a promise of a commissary credit under the newer Keefe system. Confirm the intended purpose before mailing. The same page allows one money release every 7 calendar days; ask staff about authorization and recipient identification.
For a missing posting, deduction, rejected deposit or remaining balance, contact Commissary at 614-525-7133 with the receipt and ID. Ask for the local spending cap, debt deductions, indigent eligibility/request form and release payout method; these were not published in the reviewed sources. Ohio requires indigent residents to receive materials/postage for 2 letters weekly and provides basic hygiene under jail standards. That does not establish a local free commissary package or its ordering day.

Drive to the right jail and use the public service area
| Destination | Published parking | Before travel |
|---|---|---|
| Karnes, 2551 Fisher Road | County lists onsite parking at the Rapid Resource Center on the JAK campus. It does not publish a visitor rate or detailed parking plan. | Visits: 614-525-3383. Ask for the signed public visitor area, accessible entrance and any after-hours restriction. |
| Center II, 2460 Jackson Pike | County explicitly lists free onsite parking. | Visits: 614-525-7131. Confirm the public entrance for your appointment and any current restrictions. |
The Keefe deposit page identifies the Karnes front lobby and Center II north/south visitor entrances for its kiosks. Do not assume those are the pickup gate, legal-property window or approved visiting station. Neither reviewed parking page establishes overnight waiting permission, restroom access, a guaranteed available space or an exact accessible route from a stall. Ask staff where a driver should wait for release and keep a reachable phone.
A downtown court appointment uses its own address. The former 370 S. Front jail and downtown administrative “Karnes Building” references are not directions to the active Fisher Road jail.

COTA stops, final access and the return trip
Use COTA’s trip planner with the actual jail address and appointment end time; customer help is 614-228-1776. The official GTFS downloaded for this review covers September 7, 2026–January 3, 2027. It verifies the following fixed-route stops, not a safe walking route to a jail entrance or a live arrival.
| Destination corridor | Actual stop / route | Final access limit |
|---|---|---|
| Karnes / Fisher Road | Route 5: N. Wilson Road & Fisher Road, stop 7588 toward Gender Road; stop 7589 toward Lincoln Village. | These are not the jail door. Plan onward transport along Fisher Road; no continuous sidewalk or usable pedestrian gate was verified. |
| Center II / South Side connections | Route 8: S. High Street & W. Castle Road, stop 2223 toward Great Southern; S. High Street & E. Castle Road, stop 2241 toward SR 161 & Busch. | The jail is not at these stops. Check a COTA Plus connection or other onward ride rather than assuming a direct walk. |
COTA’s current November 2025 South Side zone map identifies Franklin County Corrections Center on Jackson Pike within its service area. COTA Plus is booked in the app or at 614-308-4400; confirm pickup/drop-off at 2460 Jackson Pike. The current South Side panel advertises 7 days, 5:30 AM–8 PM, while generic wording on the same page still says no weekends. Call to resolve weekend availability before relying on it. No Karnes COTA Plus coverage was verified.
The published base COTA Plus fare is $3 per ride, with a free connection to or from a fixed-route stop within the same zone; ask how to select the qualifying connection. It takes card payment. Request an accessible vehicle with the mobility-assistance option or by phone. A service-zone map is not a promise that a vehicle can enter a secure jail area.
Plan the return before the visit: COTA Plus ends before many overnight releases, and route direction matters. Use current live information in Transit or text the stop code to 95292. Do not book an uncertain release as though it were a scheduled appointment. For certified Mainstream riders, book through 614-272-3033 and confirm the actual pickup point; ask 614-275-5833 about eligibility or visitor status.

These are independently verified business contacts, not jail-endorsed services. No room availability, rate, jail shuttle or walking route is promised. Avoid a nonrefundable reservation based only on an estimated release. For emergency housing, food or a ride after release, start with the appropriate Rapid Resource Center instead of assuming a commercial hotel can provide assistance.

Medical information, medication and urgent concerns
| Housing | Medical | Urgent escalation |
|---|---|---|
| Karnes | 614-525-3465 | Custody 614-525-3368; request an immediate clinical alert when urgent. |
| Center II | 614-525-7615 | Custody 614-525-3368; identify Center II and request clinical staff. |
The Sheriff identifies Armor Healthcare as the contracted medical/mental-health provider. Tell staff the resident’s full name, date of birth/ID, facility, concern, last known medication/dose, pharmacy/prescriber, allergies and relevant withdrawal or suicide risk. Ask for the secure way to send records. Do not put sensitive medical details in a general public comment form.
A family can supply useful information even when staff cannot disclose the patient’s records. Ask the resident to request the jail’s consent/release-of-information process and name the people authorized to receive updates. No current local consent form, family medical email or medication drop-off authorization was found. Do not deliver prescription bottles, glasses or equipment without clinical instructions.
For urgent symptoms, threats of self-harm, severe withdrawal or violence, the person inside should alert any employee immediately; Ohio requires urgent concerns to reach medical staff. A family should call the jail rather than wait for an ordinary grievance response; call 911 for an immediate emergency outside the jail. For routine care, the resident should submit the medical request and keep its date. Ohio requires daily review of written health requests; that is not a guarantee of a particular appointment time.
The county describes an Armor medication-assisted treatment program with assessment, prerelease groups, peer/reentry navigation and community referrals. Ask staff about continuation of existing treatment and a discharge plan; do not assume enrollment or a particular medicine is automatic. The current Ohio medical standard addresses timely continuity for people already receiving medication-assisted treatment and planning for care after release.

Grievances, safety reports, PREA and outside complaints
- Immediate safety: alert custody/Medical now. A family can call 614-525-3368 with the name/ID, facility, location, date and specific threat, and request a supervisor or PREA coordinator for sexual abuse/harassment. Ask how to provide a confidential third-party report and avoid unnecessary retelling. No verified adult-jail dedicated PREA hotline or local public reporting form was found; do not substitute the juvenile or community-corrections program’s contacts.
- Resident grievance: request the current handbook, form or tablet process, submit the facts and requested remedy, and preserve a copy/date. Ohio’s current grievance rule requires a procedure with at least one appeal and prohibits retaliation. It does not publish Franklin’s filing/appeal deadlines. Ask the supervisor for those exact deadlines and how to file if access to the normal system is blocked.
- Staff conduct: Sheriff Internal Affairs is 614-525-3690. Use the official complaint submission page or ask a supervisor for the paper process. If the complaint concerns that supervisor, request another. Describe what you personally know and identify witnesses or supporting records. Ask for a receipt and outcome process.
Internal Affairs says it does not conduct criminal investigations; a suspected crime needs the appropriate investigating authority, and a complaint does not replace urgent protection or a resident’s appeal. Older complaint materials name the downtown Karnes Building; confirm a current mailing/delivery address rather than traveling there from an old brochure.
For outside jail-conditions oversight, the Ohio Public Defender’s January 2024 packet lists the Bureau of Adult Detention, 4545 Fisher Road, Suite D, Columbus, OH 43228, 614-387-0813. That packet is older than this review; confirm the receiving office before sending a time-sensitive submission. For disability-related access or mistreatment, Disability Rights Ohio is 614-466-7264 or 800-282-9181. Counsel can help protect legal deadlines; an outside complaint does not automatically pause them.

Daily needs, programs and contact with support staff
Social Services is reached through 614-525-3368, option 4, for the adult system. Ask the resident to request the current housing-unit program list, education/vocational opportunities, spiritual services and discharge planning. Karnes’ current facility description identifies treatment, medical/mental-health space and classrooms; availability and admission depend on the actual program and housing assignment, not the presence of a classroom.
Chaplain contacts are 614-525-3394 at Karnes and 614-525-3792 at Center II. Request religious diet, observance, clergy or reading-material accommodations through staff and ask about approved delivery or visits. A family purchase does not override mail or safety rules.
Ohio jail standards require an accessible inmate handbook, including help where literacy or language prevents understanding, and basic hygiene provisions. Ask how to request supplies, disability assistance, an interpreter, legal materials or access to counsel in the current unit. No current public Franklin class timetable, law-library request form or indigent commissary ordering schedule was verified. The resident should document an unmet request and use the grievance process if necessary.

Court, property and return home
Counsel, bond, belongings, discharge and reentry.
Find the right court, counsel and bond counter
Keep every case number and court name from the booking record. Municipal Court handles criminal/traffic matters and preliminary felony proceedings; a case bound over to Common Pleas may need the county clerk’s record and bond instructions. Search the Municipal Clerk’s live case service or the Common Pleas clerk’s current case-information link. A missing entry in one court is not proof that the case was dismissed.
| Office | Address / contact | Published practical distinction |
|---|---|---|
| Municipal Clerk, Criminal/Traffic | 375 S. High Street, Columbus, OH 43215; criminal/traffic cashier on the 2nd floor. 614-645-8186. | Bond service is 24 hours daily. The criminal division lists cash or Discover, MasterCard and VISA for bail; bring valid ID. Fines have different payment rules. |
| Common Pleas Clerk, General/Criminal | 345 S. High Street, 1st floor, Columbus, OH 43215. 614-525-3600. | Current division page lists cash, money order or cashier’s check for bond. Confirm the case, total, payee and counter process before buying an instrument. |
| Franklin County Public Defender | 373 S. High Street, 12th floor, Columbus, OH 43215. 614-525-3194; fcpublicdefender@franklincountyohio.gov. Monday–Friday, 8 AM–5 PM. | Ask about appointment and eligibility or tell the court the person needs counsel. An intake email does not itself appoint an attorney. |
Recent courthouse closure: check the actual September 28 status
The Municipal Court’s September 22, 2026 notice closed public operations September 23–25 for maintenance and expected reopening Monday, September 28. This review occurred before that day’s ordinary opening, so it does not verify actual reopening. In-custody arraignments continued, including Saturday, September 26, without public gallery access; affected other matters were continued with docket/mail notice. Bond service and telephone access continued. Check the live docket or 614-645-8186 before traveling for a rescheduled matter.
Normally, the clerk lists in-custody arraignments in courtroom 4D at 9 AM, Monday–Saturday excluding holidays. Do not use that general calendar instead of the person’s docket or a closure notice.
Karnes bond kiosks: the clerk’s November 14, 2025 announcement confirms 2 interactive bond kiosks at 2551 Fisher Road. The court’s process connects a user to a deputy clerk, scans ID, completes forms and accepts authorized payment. These are separate from the Keefe commissary machines. Ask the Municipal Clerk for current kiosk access and whether it can handle the exact case. A 10% appearance bond applies only if authorized; it is not a universal option for every bond.
Before paying, ask about every case, holds, conditions, the exact total and who will be recorded as depositor. For a Municipal bond refund, the clerk says funds normally return to the depositor after verdict/judgment unless the judge directs otherwise, usually by mail; bound-over cases transfer to Common Pleas. Refund questions: 614-645-6903, 8 AM–3:30 PM. Keep the receipt and mailing address current. Common Pleas separately says it waits for final court approval and usually mails a bond refund 7–10 business days after processing; the registered depositor can request pickup with government-issued photo ID.

Jail belongings, money releases and evidence are different
Ask custody at 614-525-3368 for the resident-property procedure at the current jail: which items may be released, whether the resident must sign authorization, the recipient’s ID requirement, the pickup window and any retention deadline. No complete current public Franklin jail-property release form or family pickup timetable was found. Do not travel with trial clothing or replacement belongings until staff approve the item and delivery point.
Ohio’s reception/release rule requires a property inventory and acknowledgment and provides for property return or transfer with a receipt at discharge. The resident should compare the inventory, report missing items before leaving when possible and keep the paperwork. Ask separately about stored money, commissary balance, PIN Debit funds and identification needed immediately after release.
The county inmate page permits one money release every 7 calendar days; it does not establish unlimited personal-property pickups or a balance refund method. Commissary questions go to 614-525-7133.
Seized evidence is a separate office: the Sheriff’s investigative Property Room is 614-525-3316. Its process requires proper identification and enough item information to locate property, such as description, serial number or where it was found. A court release or investigative clearance may matter. Call for the current pickup address and authorization; do not use this office as an assumed jail-property counter or rely on an old downtown Karnes Building address.

Payment starts a process; confirm the actual pickup
- Ask the correct clerk whether all required bond paperwork/payment has been accepted and sent to the Sheriff. Keep the case and receipt numbers. Payment at a kiosk does not bypass other holds or required processing.
- The Municipal Clerk FAQ estimates 6–12 hours after bond when there are no other holds. This is an estimate, not an appointment or a guarantee for every case. Ask custody about outstanding holds or another agency’s pickup.
- Before leaving home, confirm the physical release facility, public waiting/pickup point and whether the person is actually cleared to leave. The downtown court counter is not the jail release door; no current public exact release gate or family waiting rule was verified.
- Arrange a reachable driver and a backup after transit ends. Ask about the person’s phone, identification, inventory, clothing, trust/phone balances and any receipt for missing property.
- Before discharge, the resident should ask for necessary medication/prescriptions, follow-up care, treatment linkage and the written court/reporting conditions. Bring unresolved needs to the Rapid Resource Center and counsel rather than leaving without understanding the next appointment.
A housing transfer, courtroom trip or temporary absence is not a release. If the person is moved to another custodian, obtain that agency’s location and family rules before sending more mail or money.

Rapid Resource Centers: current walk-in hours and help
The county’s current Rapid Resource Center page welcomes returning residents and family support. Use the center at the actual release jail; hours extend into the next morning and are not the same at both buildings.
| Center | Contact | Published hours |
|---|---|---|
| Center II, 2460 Jackson Pike | 614-525-6624 | Monday–Tuesday: 8 AM–4 AM the following morning. Wednesday–Saturday: 8 AM–10 PM. Sunday: closed. |
| Karnes, 2551 Fisher Road | 614-525-7541 | Monday–Saturday: 8 AM–6 AM the following morning. Sunday: 8 AM–4 PM. |
Ask for help with food, emergency housing and transportation; identification/birth-certificate or driver’s-license needs; benefits; health, mental-health and substance-use care; employment referrals; and peer support. The county also lists naloxone and fentanyl test strips. A referral is not a guaranteed bed, cash benefit or ride; describe the immediate need before leaving the campus.
The April 18, 2024 opening announcement printed different Center II hours, including much longer coverage. Use the current location-specific page above and call before relying on overnight assistance. If release will occur outside the published window, arrange an alternative pickup and ask jail staff how to reach next-day services. A hotel booking or bus plan should not depend on the center being open all night.
For existing medication-assisted treatment or a new treatment referral, ask the jail’s clinical team and the center to coordinate the next appointment and a practical supply/prescription plan. Bring discharge paperwork, case/reporting dates and available identification; lack of a document is a reason to ask for help, not a reason to assume the center cannot assist.

Finding someone held here
Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Franklin County Sheriff’s Office.

Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.
Can Jail411 tell me if someone is in custody right now?
No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.
Does posting bond mean the person comes home?
Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.
What should I confirm before visiting?
The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.
What if I find something that needs correcting?
Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
