PART 01

Confirm identity and custody

Practical steps with explicit local unknowns.

Identity

Howard County Jail / Law Enforcement Center is the Sheriff-operated jail at 124 South Park Place, Cresco, IA 52136. The county describes local pretrial/sentenced detention and accepts people from municipalities and the US Marshal’s Service. A federal hold does not turn this building into a federal prison. Confirm current housing before traveling.

Contact

Call 563-547-3535 and ask for jail staff. The county lists Sheriff Rick Busch and Jail Administrator Jennifer Bauer. Sheriff office hours are Monday–Friday 8:00 a.m.–4:00 p.m.; these are not visiting hours. Current official capacity, staffed beds and daily population were not located.

Lookup

The county identifies IowaVINE, 888-742-8463, for custody information and notifications. No county-controlled live roster was found in the inspected pages. Prepare the full legal name and date of birth; ask jail staff whether booking is complete or the person was transferred. A missing VINE or provider result is not proof of release. Retain the confirmed facility, booking identifier if supplied and time checked.

PART 02

Plan visiting and communication

Practical steps with explicit local unknowns.

Visits

Both local pages publish Wednesday 1:00–4:00 p.m. and Saturday 1:00–3:00 p.m. They do not identify visit mode, appointment lead time, check-in cutoff, session length or frequency. Ask the jail to confirm the person’s eligibility and your booking before using either window as a travel plan.

Sources: Howard County Iowa LEC

Visit exceptions

The reviewed county pages do not publish accepted IDs or alternatives, visitor-list rules, minor accompaniment or consent, clothing restrictions, infant supplies, lockers, disability arrangements, or long-distance/special-visit exceptions. Ask staff about each requirement affecting your party and request written instructions. Do not substitute Howard County, Indiana or Maryland visitor rules.

Local communications

The county links Reliance phone-card purchase and texting-device funding. Those links establish phone/text relationships; they do not establish a trust deposit, commissary, video visit, inbound call, or exact Howard rate. Select the Iowa facility and confirmed person, then inspect the offered product before paying. The transaction links returned no extractable local terms during review.

Accounts

Reliance distinguishes All Options, Voice & Video Only and Prepaid Collect accounts. Its general service page says All Options funds are nonrefundable/nontransferable; the other two products are refundable. Product availability varies by facility. A phone-number account and a person’s device wallet serve different purposes; confirm the Howard options before choosing.

Sources: Reliance communication products

Setup failure

Reliance’s general support instructions say texting requires access to a device; the person may need to request one. Confirm housing with the jail before treating a missing provider name as a custody result. For login failure use password reset and check case sensitivity. For declined payments check billing address/security code with the card issuer; retain the error and transaction receipt rather than repeatedly funding another account.

Sources: Reliance account support

Billing

Reliance lists customer support at 800-896-3201 and cs@reliancetelephone.com. Its customer-contact extraction gives Monday–Friday 8:00 a.m.–5:00 p.m.; the policy page labels the phone hours CST. Ask which account holds the balance, whether a refund is allowed and how release or transfer affects it. Do not promise a refund or transfer to another jail. Exact Howard charges and time-zone wording need confirmation.

Sources: Reliance customer contact · Reliance policies

Video

No reviewed local source establishes video availability, booking, cancellation or missed-session credits. If staff confirms Reliance Connect video for this person, the vendor suggests opening the app before the call, testing Wi-Fi versus cellular, reopening or updating the app and checking connection status. These are technical suggestions, not permission to visit. Ask support about charges for a failed session.

PART 03

Send mail and publications

Practical steps with explicit local unknowns.

Mail

The Sheriff’s administrative mailing address is not sufficient evidence of the inmate-mail format. Before posting anything, ask staff for the current personal-mail address, required name/identifier, scanner or original-paper handling, return address, rejection notice and appeal route. Personal and legal mail may require different handling; ask counsel to obtain the legal-mail instructions directly. No local scanner address or accepted envelope specification was verified.

Books

Local rules for photos, photo quantity, book binding, publisher-only orders, magazines, packages, religious items and approved vendors were not found. Ask the jail what item is accepted, from which sender, to which address and under whose approval. Do not spend money on a vendor merely because another Iowa jail uses it.

PART 04

Manage funds and commissary

Practical steps with explicit local unknowns.

Trust

No reviewed primary source establishes a Howard trust or commissary vendor, lobby kiosk, mailed-money acceptance, limits, fees, ordering cutoff, indigent supplies or remaining-funds process. Ask the jail to identify the exact account and authorized method before payment. Reliance communication credit is not proof of money available for commissary or bond.

PART 05

Handle health and rights

Practical steps with explicit local unknowns.

Clinical

The current jail clinical provider, nursing hours, medical fax, medication drop-off, glasses approval and consent/release-of-information workflow were not located. For a concern about someone inside, call the jail and clearly describe urgency; ask for the staff member responsible for medical communication. Prepare the person’s identifiers, medication names, pharmacy/prescriber and callback number. Ask where records can be sent securely and what staff can disclose; do not send records to an unverified address.

Sources: Howard County Iowa Sheriff · Sheriff documents portal

Grievance

Local grievance forms, response deadlines, appeals, ADA coordinator and external PREA reporting channel were not found. Ask the jail administrator for the applicable process and an accessible way to use it. Retain dates, names, requests and responses. The Iowa Ombudsman accepts county-government complaints and generally asks that the county first have an opportunity to address the issue; it says urgency or disability barriers can affect that expectation.

Ombudsman

Iowa Office of Ombudsman: 515-281-3592 or 1-888-426-6283, weekdays 8:00 a.m.–4:30 p.m. Use its complaint form for complaints; ombudsman@legis.iowa.gov is identified for general inquiries. The mailing block is 1112 E. Grand Ave, Des Moines, IA 50319; a visitor subsection displays 50265, so use the mailing block or telephone to confirm. This office is not emergency dispatch.

Community health

Regional Health Services lists the hospital at 235 8th Avenue West, 563-547-2101. For Community Health call 563-547-2989: the provider lists the George R. Willis Campus at 402 2nd Avenue Southeast for public health, while Iowa HHS lists the hospital address. Confirm the actual appointment location. Neither listing proves a jail medical contract or authorizes a family to schedule care for someone in custody.

PART 06

Handle court, counsel and release

Practical steps with explicit local unknowns.

Court

The Howard Clerk of Court is at 137 North Elm Street, Cresco, IA 52136, 563-547-9206. Ask for the case number, hearing information and appointment order when supplied lawfully. The directory gives two clerk email forms; call before transmitting documents. Its separate juvenile office at 205 East 2nd St does not establish adult jail housing or visiting rules.

Sources: Howard County court directory

Counsel

Iowa’s defender FAQ directs an applicant to complete the financial affidavit/application and submit it to the clerk where the case is pending. The appointment order normally identifies counsel; if missing, ask the clerk. The February 10, 2025 designation sheet lists Howard A/B cases with Waterloo Adult, 319-291-2535, but that does not establish representation in every case.

Keep prosecution and bond tasks separate

County Attorney Kevin Schoeberl’s office is at 137 North Elm Street, 563-547-9202. It prosecutes cases and does not represent private individuals in its official role. Exact jail bond payment methods, after-hours cashier, card fees and refund handling were not verified. Ask jail staff and the clerk to confirm the current order, accepted payer/method and any remaining holds before paying or arranging pickup.

Sources: Howard County Attorney · Howard County Iowa LEC

Release

No fixed release-processing time, pickup door, property authorization form, property deadline, transport voucher or discharge-medication procedure was verified. Ask staff what remains to be completed, where the person will physically exit, who can collect property and what identification is required. Keep the driver reachable and arrange a backup ride. A court order or payment receipt alone should not be treated as a confirmed pickup time.

PART 07

Plan arrival and local support

Practical steps with explicit local unknowns.

Arrival

The verified destination is 124 South Park Place. No primary source inspected specifies a visitor parking lot, parking hours, accessible stall, curbside pickup area, entrance route or final walk. Ask jail staff for the public entrance and accessible arrival instructions before departure. Do not treat nearby courthouse parking or a map pin as permission to park.

Transit

EARL serves Howard County and offers accessible demand-response service. Call 1-866-382-4259 or 563-382-4259; Relay Iowa is 800-735-2942. Its September 2025 sheet lists Cresco rides Monday–Friday 7:00 a.m.–5:00 p.m. and reservations 6:00 a.m.–5:00 p.m. No fixed jail stop is established. Saturday visiting therefore needs a separately confirmed travel option.

Transit fares

The September 2025 in-town sheet lists $3.50 per ride within 5 miles of town limits. The operator now links an FY27 fare sheet that could not be retrieved. Preserve that access gap; ask EARL for the current fare for both directions, payment method and exact pickup/drop-off. Do not quote the older amount as guaranteed.

Transit booking

The rider guide asks for pickup/appointment time, both addresses, return trip and lift/assistance needs. Drivers cannot enter a facility to find riders or make unscheduled stops; telephone cancellations. For jail travel, confirm both legs and the meeting point with dispatch. An uncertain release time cannot be converted into a guaranteed ride.

Finding someone held here

Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Howard County Sheriff’s Office.

Before you travel, pay, or mail anything

Get two things first: which facility the person is actually in, and their booking or ID number. Almost nothing works without them. Then check this facility’s current instructions — rules and service providers change.

Clear information.
Clear boundaries.

Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.

Can Jail411 tell me if someone is in custody right now?

No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.

Does posting bond mean the person comes home?

Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.

What should I confirm before visiting?

The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.

What if I find something that needs correcting?

Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
