  2. Verify before travel

Confirm approval, identification, minor rules, current hours, parking and entrance.

  3. Keep provider tasks separate

Use HomeWAV only for the locally documented communications and visiting tasks; confirm every other product before funding.

  4. Confirm mail and money

  5. Route health and safety locally

Give urgent facts to jail staff and ask for the current medical, grievance, ADA or PREA channel.

  6. Verify case and bond

Use the court record for the order, then confirm exact-cash amount and every hold before paying.

  7. Plan release and transportation

Confirm timing, exit, property, medication, pickup and the exact transit curb; do not treat an estimate as a guarantee.

PART 01

Start here

Confirm the adult Sheriff jail, locate the person and route urgent concerns.

Identity and active facility

The active adult Sheriff jail is the Owen County Security Center, also called Owen County Jail, at 291 Vandalia Avenue, Spencer, IN 47460. The current county page directs jail questions to 812-829-5757, press 0. A planned 112-bed jail on State Road 46 is a project, not the current custody, visit, mail, or release destination.

Find and confirm a person

Start with Indiana’s public jail portal using the legal name and spelling variants. Record the displayed booking or ID, charges, bond, housing if shown, and next court event. Because posting and transfers can lag, confirm the person is still at 291 Vandalia Avenue by calling 812-829-5757 and pressing 0 before travel, mail, payment, or a visit.

No-result and transfer troubleshooting

A blank result can mean a booking delay, spelling or alias issue, release, another county, hospital care, youth custody, or transfer. Retry name variants, check MyCase and SAVIN, then call the jail. Use IDOC only after a state transfer, BOP only after a federal transfer, and ICE only when immigration custody is plausible.

Use the right contact

For current custody, visits, bond execution, medication delivery, mail, property, and release questions call 812-829-5757 and press 0. Sheriff Ryan White is listed at the same address and at ryan.white@owencounty.in.gov. Use 911 for an immediate outside emergency; vendor account failures belong to HomeWAV support.

PART 02

Visits and communication

Verify visiting eligibility, identification, minors, duration and exceptions before travel.

Create and approve a visit account

Create an account at HomeWAV or at the jail-lobby kiosk before attempting a visit. Upload a clear, unfiltered image of the visitor’s ID and face; unclear or filtered images are denied. Select the exact Owen County facility and person, keep the approval and reservation evidence, and call the jail because the official page does not publish the current daily visiting-hour blocks.

Sources: Owen County Security Center · HomeWAV · HomeWAV help center

Visit limits and conduct

At-home visits are listed as unlimited; lobby-kiosk visits are limited to three per week. Each visit is 20 minutes and non-contact. No food, drink, tobacco, cameras, recording equipment, or cell-phone photography is allowed in the lobby; respectful conduct and proper attire are required. Contraband, intoxication, or misconduct can end the visit and privileges.

Sources: Owen County Security Center

Minors, co-defendants and special cases

A visitor under 18 must be immediate family and accompanied by a parent or guardian, unless legally married to the incarcerated person. Co-defendants and people subject to an active no-contact order are not approved. Clergy must use a standard visitor account. The jail does not publish alternative-ID, custody-paper, infant-supply, disability-exception, denial-appeal, or special-visit details; call before travel.

Video visit setup

HomeWAV is locally verified for video visits. Use a device with internet, camera, microphone, and speaker; select Owen County, test audio/video, charge the device, use a private well-lit setting, and keep confirmation. The county does not publish price, advance-booking window, or refund terms.

Sources: Owen County Security Center · HomeWAV · HomeWAV help center

Failed, canceled or interrupted video

For login, payment, connection, camera, or audio failures, save screenshots, time, device, transaction, and session ID and contact HomeWAV support. For local approval, suspension, or housing availability call 812-829-5757, press 0. Do not assume a failed session is automatically refunded or rescheduled.

Voice calls and connection problems

The county says jail tablets provide calling and directs families to HomeWAV. Create or fund only the correct Owen County communication account. Ask HomeWAV about rates, fees, blocked numbers, failed calls, charge disputes, refunds, and remaining balances; ask the jail about local access or discipline restrictions.

Sources: Owen County Security Center · HomeWAV · HomeWAV support

Messaging and tablets

The county verifies tablets for calling, messaging, and video visits. It does not publish attachment, photo-review, content-rejection, delivery-time, tablet-repair, or refund rules. Confirm the product before paying; use HomeWAV for account/technical issues and the jail for local content or access rules.

PART 03

Mail, books and money

Keep calls, video, messages, mail, books, photos, packages and money task-specific.

Personal mail

Address the envelope to the person’s full name at Owen County Security Center, 291 Vandalia Avenue, Spencer, IN 47460. An inmate number is not required, and all mail is inspected. The county does not publish a return-address format, postcard/envelope limits, paper/ink rules, rejection notice, forwarding, or disposition of original items; call before sending anything beyond a plain letter.

Sources: Owen County Security Center

Photos, books and packages

The current county page does not say whether printed photos, books, magazines, newspapers, cards, or packages are accepted, or whether books must come directly from a publisher. Do not rely on generic jail rules or third-party sellers. Call 812-829-5757, press 0, for the present item, quantity, sender, and return/disposal rule before ordering.

Sources: Owen County Security Center

Trust deposits and communication funds

The county’s HomeWAV link supports creation or funding of the communications account. It does not establish that HomeWAV is the resident trust or commissary deposit provider. Before sending money, ask jail staff which account, vendor, kiosk, accepted identifier, payment type, fee, limit, posting time, refund, and release-balance process applies; keep the receipt.

Sources: Owen County Security Center · HomeWAV

Commissary, packages and indigent supplies

No current county page publishes the commissary vendor, order day, delivery schedule, spending cap, approved package program, indigent hygiene/postage process, debt deductions, or refund of trust funds. Ask the resident to request the current jail form and call staff before using any vendor surfaced by a search engine.

PART 04

Health, disability and safety

Route health, medication, grievance, disability and sexual-safety concerns to the responsible channel.

Medication and health information

The county instructs families to bring required medication to the Security Center; the medical team must approve it before distribution. Keep it in the original pharmacy container unless staff directs otherwise, bring the medication list and pharmacy/prescriber contact, and call first about drop-off time and accepted packaging. Staff may receive facts but cannot promise disclosure without authorization.

Urgent medical, dental or vision concern

For an immediate outside emergency call 911. For an urgent concern about a person in custody, call 812-829-5757, press 0, and state the person’s full name, symptoms, onset, medication/allergy, observed risk, and callback. Ask staff to document and route the information to medical; do not use HomeWAV messaging as emergency care.

Sources: Owen County Security Center · Owen County 911 Communications Center

Mental health and suicide-risk communication

Report suicide statements, withdrawal risk, psychosis, recent hospitalization, or a safety threat to jail staff immediately and give exact words and timing. Ask for clinical routing and a welfare check. For post-release care, Centerstone Spencer provides counseling, addiction recovery, crisis and primary-care services; it does not control jail treatment or disclose jail records.

Jail complaints and grievances

The county does not publish the resident grievance form, steps, deadline, appeal, emergency grievance, medical grievance, or retaliation route. The resident should request the current written process and keep dates, copies, staff names, response numbers, and appeals. Families can give factual information to the jail but should not assume they can file in the resident’s place.

Sources: Owen County Security Center · Indiana jail standards

Disability access and ADA grievance

Request an accommodation as early as possible and no later than 48 hours before a scheduled county activity when feasible. Owen County lists ADA Coordinator Jack White, 129 S Washington Street, 812-829-5035, jack.white@owencounty.in.gov, TTY 711. An ADA grievance is due within 60 calendar days; the county acknowledges within 15 days, and an appeal may be filed within 15 days after the response.

Sexual safety and PREA

The jail page does not publish a local PREA hotline, third-party report, anonymous option, outside advocate, investigation contact, or retaliation appeal. For immediate danger call the jail or 911; for a non-immediate report ask staff for the current PREA channel and preserve dates, exact words, locations, witnesses, and requested protection. The federal PREA site is context, not a local substitute.

PART 06

Arrival, transit and local help

Plan parking, transit, food, lodging and community support without inventing a final path.

Arrival, entrance and parking

Navigate to 291 Vandalia Avenue, but call before leaving to confirm the public entrance, lobby-kiosk access, security screening, current visitor parking, accessible route, closures, and whether belongings must stay in a vehicle. The official page does not name a visitor lot, accessible path, release door, or after-hours waiting area; do not infer them from maps.

Area 10 Rural Transit

Rural Transit provides demand-response, door-to-door service for Owen County residents with wheelchair-accessible vehicles, Monday–Friday 6:00 AM–6:00 PM, excluding listed holidays. Reserve 3–5 days ahead at 812-876-1079, Monday–Friday 8:30 AM–4:30 PM; trips are first-come. One-county fare is $3 one way/$6 round trip. None is a listed closure. Reconfirm capacity, weather, exact curb, and return trip at 812-876-1079.

Food and emergency groceries

For a paid meal, official listings identify Jit’s Thai Bistro at 6 E Market Street and a Taco Bell location in Spencer; verify current hours, accessibility, and payment before travel. For food assistance, use Owen County Public Library’s community-resource page, Hoosier Hills Food Bank, SCCAP, or Indiana 211; these resources do not control jail meals or release.

Lodging for an overnight trip

Canyon Inn at McCormick’s Creek State Park is an official local lodging option in Spencer. Verify room availability, total price, identification, check-in age/time, accessibility, cancellation, park access, and transportation before relying on it. The official page does not establish a jail shuttle.

PART 07

Boundaries and next steps

Keep the adult Sheriff jail separate from other custody, supervision, court and community systems.

Reentry and continuity

Before release, ask the resident to obtain identification status, prescriptions, follow-up appointments, benefits documents, supervision contact, housing plan, and transportation. Centerstone Spencer, Recovery Works providers, Indiana 211, SCCAP, Area 10, and food referrals can help after release, but eligibility and availability must be confirmed and none controls the jail.

Keep systems and facilities separate

Use this guide only for adult Sheriff custody at the current 291 Vandalia Avenue Security Center. The planned State Road 46 jail, Court Services/community corrections, probation, home detention, courts/Clerk, prosecutor, municipal police, youth custody, IDOC, BOP, ICE, hospitals, contract providers, and namesake facilities have separate rules.

Providers and bounded roles

Apply HomeWAV only to locally verified calls, messages, video visits, and communication-account funding; it is not verified here for trust or commissary. Medical staff approve medication but do not control custody. Rural Transit rules govern riders, not jail operations. Centerstone and other community providers support continuity after release, not in-custody decisions.

First-day family checklist

Record legal name, date of birth, booking/ID if shown, charges, case number, bond order, counsel, next hearing, and current facility. Confirm custody at 812-829-5757, press 0, before acting. Use only the locally assigned provider for each task, keep receipts and screenshots, report urgent health or safety facts promptly, and recheck after every transfer or court event.

Finding someone held here

Use the county system for a recent arrest. A state corrections search covers people in state custody. It generally will not list someone booked into a county jail this week. Bookings, bail, release, and visiting are all handled by Owen County Sheriff’s Office.

Before you travel, pay, or mail anything

Get two things first: which facility the person is actually in, and their booking or ID number. Almost nothing works without them. Then check this facility’s current instructions — rules and service providers change.

Clear information.
Clear boundaries.

Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.

Can Jail411 tell me if someone is in custody right now?

No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.

Does posting bond mean the person comes home?

Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.

What should I confirm before visiting?

The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.

What if I find something that needs correcting?

Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
