Monroe County Jail is the Sheriff-operated adult jail at 225 East Third Street, Waterloo, IL 62298; call 618-939-8651. The September 4, 2025 IDOC inspection records 42 adult beds, zero youth beds and 36 people present.

Do not confuse the jail with the courthouse at 100 South Main Street, a municipal police department, youth custody, an IDOC prison, BOP/ICE custody or the supervision offices. U.S. Marshals and area-county detainees are bounded populations inside Monroe only where the inspection establishes them.

The Sheriff’s current page offers video visits and directs family and friends to InmateSales. It does not publish onsite/remote hours, duration, frequency or advance-booking window. All visits are recorded and monitored; rule violations, discipline, security risk or threats may end or suspend visiting.

Open the live Monroe County Jail profile before travel or payment. Ask the jail whether any onsite terminal exists, because the page does not identify a visitor room or public onsite schedule.

The local page publishes visitor-search authority for people who enter the secure perimeter, but not required ID, approval list, minors/guardian proof, household limit, dress, belongings, infant supplies, interpreter, disability accommodation or special/long-distance exceptions.

The 2025 inspection verifies CPC telephone service, but the Sheriff does not publish local calling hours, rates or account types. CPC distinguishes Direct Pay, tied to one phone number, from PIN Debit, tied to the person. Confirm what Monroe enables in the live profile.

Save every transaction ID; CPC requires it for transfer/refund help after mistakes, transfer or release. English CPC support displays 702-829-3001; its Spanish page displays 877-998-5678. Blocked calls and attorney confidentiality require provider/jail confirmation.

The 2025 inspection verifies texting, tablets and CPC mail service. Tablets include reading, employment, self-help, religious, education, music, movie and program content; GED materials and legal resources are available on tablets/kiosks. That does not prove every CPC product, attachment or entertainment item is available to every person.

Use the live InmateSales menu and save the transaction ID. Ordinary digital communications are not privileged; ask counsel how to arrange confidential contact.

Address ordinary family mail: [Inmate Name – Inmate ID], Monroe County Jail, IL, P.O. Box 76550, Highland Heights, KY 41076. Include a return address. Mail must be no larger than 8.5 × 11 inches, no thicker than light card stock and feedable through a scanner.

The Sheriff says mail at other addresses is rejected; prohibited content or attachments may be destroyed. It bans stamps, blank envelopes, stationery, labels, stickers, homemade/musical cards, non-white paper/envelopes, colored ink/crayon/glitter, raised decoration, paint, white-out, glue, cash and checks.

Address attorney/legal-representation mail: [Inmate Name – Inmate ID], Monroe County Jail, 225 East Third Street, Waterloo, IL 62298. The Sheriff also assigns this direct address to money orders. Legal mail sent elsewhere, certified mail requiring the inmate’s signature and postage-due mail are returned.

Because the same page bans cash, checks and currency in correspondence, send only a money order and confirm payee, memo identifiers, limits and receipt process before mailing. Attorneys should confirm privileged markings and whether the client has moved.

Up to ten photographs per package are allowed if printed on photo paper. Internet printouts, colored pages and provocative material are not accepted and may be destroyed.

No current local rule authorizes books, periodicals, publisher shipments or commercial care packages. CPC advertises care packs only at participating facilities; buy nothing unless Monroe appears in the live menu and the jail confirms it. The sealed white clothing rule is an in-person handoff, not mail.

The 2025 inspection names Stellar Services and daily in-stock commissary purchases. The Sheriff’s mail page allows money orders at 225 East Third Street, but no current public page explains payee, limits, posting time, online/kiosk deposits, fees, deductions, indigent supplies or release balance.

Residents request care through a jail kiosk in recreation or soft holding and should notify an officer immediately in an emergency. Advanced Correctional Healthcare handles requests and treatment. For a life-threatening emergency call 911; for urgent information about a person in custody call 618-939-8651 with name, date of birth, symptoms, medication and callback.

The current Sheriff page lists $15 for a medical call, $5 per month for prescriptions, and $45 plus the medical-call fee for dental or specialty requests; only emergency dental, vision and other specialties are offered. Confirm current applicability before relying on a charge.

Tell staff immediately if there is suicide risk, withdrawal, hallucination, victimization or inability to function; ask for a welfare check and record time/name. The 2025 inspection names ACH for mental-health care plus Human Support Services and a hotline.

HSS joined Caritas on October 1, 2025. Call the jail and 618-939-4444 to confirm the current jail-specific handoff. Community providers cannot disclose protected jail health information without authorization.

The Sheriff says prescribed medication must be taken at the prescribed time in staff presence, but does not publish how families deliver home medication, verify prescriptions, replace glasses/hearing devices or request records.

Call 618-939-8651; do not bring medication unannounced. Ask ACH/jail for prescriber or pharmacy verification, approved packaging, urgent missed-dose escalation, authorization form, fee and receiving method. Expect privacy limits unless the resident signs a release.

The 2025 inspection confirms a grievance framework under state standards, but the public site does not post the form, deadline, emergency route or appeal chain. The resident should request the form through the kiosk/officer, keep submission/response dates and appeal to the named higher authority.

Ask the jail for wheelchair access, communication aids, interpreter, medication-device handling, accessible video and an effective alternative if a service is inaccessible. Give the disability-related need and timing, not an unnecessary diagnosis.

The courthouse lists Jeff Twardowski at 618-327-4800, ext. 134, as court disability coordinator; that does not make him the jail ADA coordinator. Start with the jail, document its response and use DOJ guidance if unresolved.

For immediate danger call 911 or tell any staff member. The resident should use the words “PREA” or “sexual abuse/harassment,” request separation and medical/mental-health care, and preserve names/times without confronting the accused.

Criminal court is at 100 South Main Street, Waterloo, not the jail. Use Judici/daily docket for public status and call the Circuit Clerk at 618-939-8681 for case number, courtroom, date and filed orders. Court hours are 8:30 a.m.–4:30 p.m.

A docket entry does not prove jail housing or release time. Ask the clerk or attorney for the signed detention/release order and conditions.

OSPS links Monroe public-defense requests to the state Office of the State Appellate Defender, but no current local public-defender direct line was published. Call the clerk at 618-939-8681 and ask how counsel is appointed and how to reach the assigned attorney; only the judge/court can appoint counsel.

Illinois eliminated cash bail on September 18, 2023. Pretrial officer Amanda Jaycox: 217-991-0444. OSPS warns it never charges defendants or families for GPS, supervision, release or special programs; payment demands are scams.

Before pickup, ask booking to check every hold, warrant, sentence, transfer and U.S. Marshals/outside-county authority. A release order may require conditions, processing or another agency’s action before the person leaves.

At release, personal property is returned to the owner. On transfer to IDOC or BOP, the person may authorize someone to receive it; the approved party must come to the jail. Unclaimed property is destroyed after 60 days.

Call 618-939-8651 first to confirm written approval, recipient name, photo ID, hours, door and items. Specified new white clothing in sealed manufacturer packaging may be brought to 225 East Third Street; opened/tampered packages are rejected.

Ask booking to read every holding authority and confirm receipt of the court order. For U.S. Marshals or outside-county detainees, ask which agency controls transport and release and whether Monroe can estimate timing.

Confirm pickup door, expected window, ID, weather-appropriate clothing, prescriptions/medication, property and remaining funds. None is published. Keep the ride flexible and do not wait at an assumed entrance.

Use 225 East Third Street for jail tasks. Illinois Courts publishes free parking around the courthouse and a north Mill Street courthouse entrance, but that applies to 100 South Main Street—not the jail.

Before travel, call 618-939-8651 and ask for the task-specific jail entrance, visitor/property drop-off, parking, waiting area and final accessible path. No source verifies a jail lobby parking lot or release pickup door.

MRTD offers curb-to-curb demand response anywhere within Monroe/Randolph counties. Dispatch is available Monday–Friday 5:00 a.m.–6:00 p.m. at 618-443-9087. Give 225 East Third Street, appointment time, mobility needs, companion and return plan; be ready 15 minutes before pickup.

The current Waterloo fixed schedule runs Tuesday/Thursday from 4th & Library and Walmart, but lists no jail stop. MRTD Express ended July 1, 2025. Confirm fare, reservation notice, pickup window, jail drop-off, return and accessibility directly.
