JAIL411 / FAMILY FIELD GUIDE
Sources reviewed
Seven active adult Sheriff jail facilities; county orientation and other custodians are separate.
Save the booking number and module; call 619-409-5000 if the record is unclear.
Onsite visits, SmartInmate video, printed email and commissary use different processes.
Check the module reservation, early arrival, parking or final transport and pickup location.
Separate free communication from trust money and provider accounts.
| Account | Purpose | Important distinction |
|---|---|---|
| Sheriff trust / commissary | Money for the person’s purchases, through the official commissary site or approved deposit channel. | It is the person’s jail balance, not a visitor video subscription. |
| SmartInmate connection / Visits | Identity and reservation account for covered free video. | No prepaid purchase is needed for the county’s covered free service. |
| Smart Prepaid / PIN / service credits | National provider products that may appear in its general help. | Prepaid money, person-owned PIN funds and service credits have different refund rules. Verify the actual product before paying. |
| Sheriff email form | Free text submitted through Who’s in Jail; printed by staff. | Not a confidential or two-way electronic inbox. |
| Release debit card | Unused trust funds returned at general release. | Keep the card paperwork; issuer-specific help and fees are not established by the visiting account. |
If you paid into the wrong Smart product, contact 727-349-1561 promptly with the date, amount, receipt and correct/incorrect recipient or phone number. Smart’s national refund policy allows a request for a Prepaid balance of at least $5 through the account’s Prepaid Account Refund Request; service-credit purchases are generally nonrefundable. PIN funds belong to the incarcerated person and may be released only to that person on request. Those are provider-product rules, not permission to charge for San Diego’s free service or a promise to refund jail trust deposits. Ask the Sheriff’s commissary staff about a trust deposit or order.

Use the Sheriff’s commissary site reached from the official Sheriff commissary page. Have the booked name and booking number ready, verify the recipient before paying and distinguish a trust deposit from a gift package order. Do not send money to a person who contacts you claiming they can speed release.
| Method | How it works | Restriction |
|---|---|---|
| Online | Use the Sheriff-linked sdsheriffcommissary.com; verify name, booking and current eligibility. | Review the final amount, any fee and order restrictions before submitting; keep the receipt. |
| Lobby kiosk | SMART Communications kiosks are listed in each detention facility’s public lobby. | Confirm lobby access and the available payment method before travel. |
| Cash at custody counter | Daily 8:00 AM–10:00 AM and 5:00 PM–7:00 PM. | Use the Custody Information Office; these are cash-deposit hours, not visiting or bail hours. |
| Approved instruments | U.S.-bank cashier’s checks; money orders from USPS, Western Union, banks, credit unions or savings and loans; listed government/prison/honor-camp checks. | No personal or multiple-payee checks. Posted B.5 requires approval for a check/money order over $200. |
The public plan sets a normal maximum balance of $500; a deposit that exceeds it can be refused. Posted policy B.5 describes supervisor/Watch Commander approval for exceptions, including instruments above $200. Do not assume approval. Before mailing an instrument, ask 619-409-5000 for the exact payee, booking notation, current address and processing procedure; ordinary mail permission to enclose an approved instrument does not guarantee immediate posting. Avoid mailing cash.
For a failed deposit, do not immediately repeat it. Save the transaction number, date, amount, recipient and bank status; distinguish a pending authorization from a completed charge. Ask the commissary contact shown on the receipt/site and the facility Custody Information Office whether funds posted. For a rejected, missing or late gift order, ask which eligibility rule or delivery cycle applies and whether cancellation or refund is available. Current public sources did not establish a universal processing fee, delivery cutoff or refund deadline, so none is promised here.

The jail provides basic nutrition and hygiene. The June 2025 plan says every person receives initial hygiene supplies. Once a week, someone with a balance below $2 who has not received a commissary order in the previous 7 days receives a welfare package: 2 stamped envelopes, pencil, toothbrush, toothpaste, deodorant and soap. Ask the housing deputy about a missed package or urgent hygiene need; do not assume the family must deposit money to obtain basic necessities. The exact treatment of a balance of $2 should be confirmed because the plan’s eligibility wording is “less than.”
Commissary purchases use the person’s trust balance. A family gift order does not replace prescribed medical care, a dietary request or a grievance. Confirm package eligibility before buying, especially near transfer or release.
Unused trust money is returned at release. General releases normally receive a debit card and instructions signed for by the recipient. Balances above $9,500 are paid by a Financial Services check mailed to the address on file; update that address before departure. The plan says funds for release to residential treatment or another California law-enforcement agency are given directly to the person. Keep the card, receipt and issuer instructions; ask the release desk about balance access, a lost card and any charges. The current public material did not verify the card issuer or a universal fee/refund schedule. A donor should not assume the jail returns the deposit to the donor’s card.

Match the number to the current booking before paying.
Save the confirmation number, date, amount, payment method, and a screenshot of the completed transaction.
Step by step
The account destination matters more than a familiar vendor name or logo.
Search Who’s in Jail and make sure the person is still in the Sheriff system.
Record the exact name and booking number from the matching custody record.
Open the Sheriff commissary page and follow its current link to the designated online service, or use a published in-person method.

Know the limits
These details apply to the San Diego County Sheriff system and may change after a transfer.
Reach it from the Sheriff’s commissary page so the destination can be verified.
The Sheriff’s public information plan lists kiosks at each detention facility.
The Custody Information Office accepts cash during the published daily windows.
A deposit is not accepted when it would push the balance over the Sheriff’s stated limit.
Common problem
The Sheriff’s current public information plan lists cash, lobby kiosks, cashier’s checks, qualifying money orders, and certain government instruments. Personal checks and multiple-party checks are not accepted.
Worth knowing
The commissary sells food, hygiene items, stationery, reading glasses, and other personal items. The Sheriff says unused account funds are returned at release, generally by debit card; very large balances are handled by mailed check.
One last confirmation can save a wasted trip.
