San Diego jail mail and email

Sources reviewed

Seven active adult Sheriff jail facilities; county orientation and other custodians are separate.

  1. Find the current housing

Save the booking number and module; call 619-409-5000 if the record is unclear.

  2. Choose the correct service

Onsite visits, SmartInmate video, printed email and commissary use different processes.

  3. Confirm the final trip

Check the module reservation, early arrival, parking or final transport and pickup location.

PART 01

Calls, video, mail and money

Separate free communication from trust money and provider accounts.

Send a printed email and troubleshoot delivery

  1. Open the correct record in Who’s in Jail and select the envelope icon. Enter your email address for verification.
  2. Use the link in the automated verification message. If nothing arrives after 10 minutes, check spam and add netwebmaster@sdsheriff.org to your contacts. Do not send a message to that unmonitored address. Request a fresh link if the old one expires.
  3. Write plain text in the form: at most 2,500 characters, a single page, no photos, links or attachments. Include the postal return address you want the person to use. The system allows 2 messages from each sender and 10 total messages for the person in a 24-hour period.
  4. Wait for the automated receipt. Staff read and print accepted messages. The person cannot reply by email; replies go through postal mail. Do not use this channel for legal strategy, private medical records or urgent safety alerts.

A server error can mean the person is still in BKG/booking or awaiting a housing assignment. Wait for a normal housing unit in the locator before retrying. A daily-limit response requires waiting for the 24-hour period to clear. Messages for someone no longer in custody are not delivered. A receipt confirms submission, not a delivery time or personal response.

Address personal and legal correspondence correctly

The Sheriff processes jail mail centrally. Write the complete booked name, booking number and current facility name, plus your full sender name and return address. Use this destination for the county jail mail stream:

[Full booked name and booking number]
[Current Sheriff facility name]
Mail Processing Center
451 Riverview Parkway, Building C
Santee, CA 92071

Mail sent directly to the other jail street addresses is rejected and returned under the centralized-mail rule. Building C is a mail destination, not the social-visiting lobby. Check housing before sending and retain a copy of important correspondence. Ordinary incoming mail is opened and inspected; do not include private case strategy. The agency describes inspection of writing, but the reviewed sources do not establish that ordinary paper originals are always digitally scanned, destroyed or returned. Do not send irreplaceable originals without asking the mailroom.

Legal correspondence must come from an identifiable legal entity and follow the jail’s legal-mail requirements. Attorney mail is subject to a contraband check but is not read as ordinary mail. Ask counsel to confirm envelope identification and current privileged handling with the facility; simply writing “legal” on a family letter does not make it privileged. No current verified mailroom direct line or detailed legal-mail opening procedure was located; call 619-409-5000 and request Mail Processing Center/privileged-mail instructions.

Letters, photos, books, packages and rejection

  • Letters: use plain paper and ordinary blue or black ink. Avoid altered or layered paper, heavy card stock, cardboard, construction paper, glue, glitter, stickers, ribbons, strings, bows, fabric, foam, plastic, metal or foil. Do not add lipstick, scent, stains, unknown liquids, correction fluid/tape, or drawings made with crayon, paint, glitter pen, highlighter or marker. Do not enclose blank paper, stamped envelopes, stamps or blank greeting/postcards.
  • Photos: the plan requires direct shipment from a vendor, at most 10 photos, no larger than 4 × 6 inches. Do not send nudity, sexual material, violence, drugs or gang/hate/cartel imagery. The possession allowance is also 10 photos; ask whether earlier photos must leave before ordering more.
  • Books and periodicals: order directly from a reputable publisher/vendor with order/packing information. Use new paperback books; no used books, hard/leather/faux-leather covers, metal/plastic spiral binding, CDs/DVDs or blank journals/sketchpads. The total possession allowance is 6 publications in any combination of books, newspapers and magazines. The plan gives an 8.5 × 11-inch size restriction and also prints a confusing 21-inch total-dimension rule; ask the mailroom to approve the exact dimensions before purchasing an unusually thick or large book.
  • Packages: do not send home-packed food, clothes, toiletries or other goods. The ordinary postal package exception is approved books. Sheriff-authorized commissary gift orders are a separate channel and still depend on current eligibility.

Security-threatening, escape-related, criminal or prohibited-content material can be rejected. If mail or a book is refused, keep the envelope, order receipt and rejection notice. Ask 619-409-5000 for the specific reason, return/disposal handling and review procedure before resending. The person can use the jail grievance process; a fixed sender appeal deadline or guaranteed reimbursement was not verified. The plan also limits possession to 15 personal letters and 40 postcards, excluding legal mail from the letter count; excess property may need to be mailed out at the person’s expense or disposed of. Do not confuse an incoming-mail allowance with unlimited storage.

MAIL

Do not address ordinary mail to the jail street address.

Since September 1, 2022, ordinary mail sent directly to a San Diego County detention facility is rejected and returned. Address it through the centralized Mail Processing Center and include the booked name, booking number, and current facility.

Copy this format

The destination is a processing center—not the jail entrance.

Fill the first two lines from the current custody record.

[Booked name] · [Booking number]
[Current facility name]

Mail Processing Center

Santee, CA 92071

Before you start

Build the address from the booking record.

Use the current booking information for this person and this facility.

01

Booked name

Copy the exact spelling from Who’s in Jail.

02

Booking number and facility

Both belong in the address block even though all ordinary mail goes to the processing center.

03

Sender information

Include the sender’s full name and return address on the envelope.

Step by step

Address San Diego County jail mail correctly.

The mailing destination is centralized, but the person’s current facility still belongs in the address.

  1. Confirm the current booking

Use Who’s in Jail to verify the exact booked name, booking number, and housing facility.

  2. Write the person’s identity first

Put the booked name, booking number, and current facility above the processing-center address.

  3. Use the centralized address

    Mail Processing Center
    451 Riverview Parkway, Building C
    Santee, CA 92071

  4. Add a complete return address

Mail without the sender’s name and return address can be rejected.

  5. Check content and vendor rules

Books and magazines must come directly from a reputable vendor or publisher. Review the Sheriff’s prohibited-items rules before sending anything beyond a letter.

Know the limits

Mail screening and electronic messages.

These details apply to the San Diego County Sheriff system and may change after a transfer.

Mail volume
No published limit

The Sheriff states there is no limit on the amount of mail a person may send or receive.

Ordinary mail
Opened and inspected

Writing is scanned as part of the current processing system.

Legal mail
Checked, not read

It is inspected for contraband under the Sheriff’s legal-mail procedure.

Email
2 per sender daily

The system allows up to 10 total messages to one incarcerated person within 24 hours.

Common problem

Sending a Sheriff email

Begin with the person’s Who’s in Jail record and select the envelope icon. Verify your email address, enter a plain-text message, and submit it for staff review and printing.

  • The person must have an assigned housing location; a BKG status can produce an error.
  • A sender may submit no more than two messages per day.
  • Do not include confidential case strategy or information you would not want reviewed.

Worth knowing

Books, magazines, and packages

Books and magazines must be sent directly by a reputable publisher or vendor. Other packages are controlled by the Sheriff’s current rules and should not be mailed based on general internet advice.

  • Read the official prohibited-items list first.
  • Confirm the person is still housed in the county system.
  • Keep the vendor order and tracking information.

Check before you leave.

One last confirmation can save a wasted trip.
