George Bailey Detention Facility
Start with current custody and housing, then use the exact facility/module schedule. This guide covers the seven adult Sheriff jails and keeps unresolved official-source conflicts visible.
JAIL411 / FAMILY FIELD GUIDE
Practical guide to the seven adult San Diego County jails
Sources reviewed
Seven active adult Sheriff jail facilities; county orientation and other custodians are separate.
- Find the current housing
Save the booking number and module; call 619-409-5000 if the record is unclear.
- Choose the correct service
Onsite visits, SmartInmate video, printed email and commissary use different processes.
- Confirm the final trip
Check the module reservation, early arrival, parking or final transport and pickup location.
Find custody and choose the facility
Identity, current housing and the seven adult facilities.
Find the person and preserve the current record
Use Who’s in Jail for adults held by the San Diego County Sheriff. Enter at least 2 letters of both the first and last name, complete the human-verification prompt, then open the matching last name. Compare identity carefully. Keep the exact booked name, date of birth, booking number, current facility and housing module, case number, court date and any bail information shown. A booking number identifies this custody episode; it is not the court case number.
- If no record appears, check spelling and another known name. A recent arrest may still be with the arresting agency, in transport or in booking. Ask that agency whether custody has transferred.
- If Look Up is disabled, close and reopen the browser. Refresh a repeated verification challenge; the locator suggests a hard refresh with Ctrl+F5 on Windows or Command+Shift+R on Mac and a current browser.
- Call 619-409-5000, select the facility if known, and provide the name, birth date and arrest date. Ask whether the person is still in county custody and where they are housed. A missing record alone does not prove release.
- Check again before a visit, mailing or deposit. Housing and eligibility may change after booking, court or medical movement.
The locator currently warns that release dates may be inaccurate while records are recalculated. Confirm a pickup directly with custody staff. Use the Sheriff’s custody-notification information to register for supported release or transfer alerts; keep contact details current and verify an alert before traveling.

Seven adult facilities: housing, visiting and intake
All 7 facilities below currently appear in the Sheriff’s active directory. Call 619-409-5000 and choose the named facility. An intake location is not a promise that the person will stay there. The three Alta Road jails share a street number but have different suites, lobbies and schedules. Rock Mountain is not the state’s Richard J. Donovan prison at 480 Alta Road.
| Facility | Physical address | Role | Visit check-in |
|---|---|---|---|
| San Diego Central Jail | 1173 Front Street, San Diego, CA 92101 | Primary male intake and specialized medical/psychiatric housing. | 30 minutes early |
| Las Colinas Detention and Reentry Facility | 451 Riverview Parkway, Santee, CA 92071 | Primary female intake; reentry and specialized housing. | 30 minutes early |
| Vista Detention Facility | 325 S. Melrose Drive, Suite 200, Vista, CA 92081 | North County intake for men and women; separate housing assignments. | 30 minutes early |
| South Bay Detention Facility | 500 Third Avenue, Chula Vista, CA 91910 | County adult jail within the South County Regional Center. | 30 minutes early |
| George Bailey Detention Facility | 446 Alta Road, Suite 5300, San Diego, CA 92158 | County maximum-security jail in the Otay Mesa complex. | 60 minutes early |
| East Mesa Reentry Facility | 446 Alta Road, Suite 5200, San Diego, CA 92158 | Adult reentry jail; distinct from East Mesa juvenile detention. | 60 minutes early |
| Rock Mountain Detention Facility | 446 Alta Road, Suite 5400, San Diego, CA 92158 | Current Sheriff jail; former federal lease history does not make it an ICE jail. | 60 minutes early |
These instructions do not govern city police lockups, Chula Vista Police custody, juvenile facilities, state prison, the federal Metropolitan Correctional Center or immigration detention. Follow the actual custodian’s process. A proposed replacement for Vista does not mean the current jail has closed. Send ordinary jail mail to the separate Santee Mail Processing Center described below, not to these street addresses.

Visits and complete facility schedules
Reservations, approval, children, check-in and module tables.
Reserve the right kind of visit
- Confirm the current facility and exact housing module, including upper/lower or medical assignment. The tables below show possible start times; a published slot is not a reservation.
- For a visit at the jail, use eVisit through Who’s in Jail Wednesday–Sunday, 7:00 AM–7:00 PM, or call 619-409-5000 Wednesday–Sunday, 6:30 AM–6:00 PM. George Bailey’s telephone reservation hours are 10:00 AM–6:00 PM. These are booking hours, not the days visitors enter.
- Reserve at least 24 hours ahead. There is no same-day scheduling. Ordinary in-person social visits have no Tuesday or Wednesday sessions. Choose the available module slot and list the entire party; at most 3 people, including every child, may visit.
- Have each visitor’s full name, birth date, ID information, address, phone and relationship ready. Keep the confirmation and facility name on paper. Ask the desk to confirm visitor approval, any weekly allowance and whether the visit uses glass, an onsite screen or another format.
- Check in together at least 30 minutes early at Central, Las Colinas, South Bay or Vista; at least 60 minutes early at George Bailey, Rock Mountain or East Mesa. East Mesa’s 60-minute rule took effect November 6, 2025 and supersedes the older plan.
Staff can cancel for security, rule violations or a transfer; the person may decline. Current rules bar social visits to COVID-19 positive or suspected-positive modules. Call before leaving after a housing change. Facility pages say cancellations can be made in person with ID; if you cannot travel, ask the desk how to cancel and whether a missed visit affects eligibility. Do not assume a no-show automatically restores a weekly slot.

Identification, children and prior approval
Adults 18 and older need valid photo ID. The public plan lists driver licenses and government ID issued by federal, state or local agencies; military ID; passports; U.S. immigration ID including visas; U.S. Department of Justice border-crossing cards; and Mexican consular cards issued after April 22, 2002. It also lists current high-school ID for children without a California license or ID. If your document is expired, temporary, digital, damaged or not on this list, ask the visiting desk before reserving; acceptance is not established by this guide.
Every visitor under 18 must be accompanied by a cleared adult with valid photo ID who is a parent, court-appointed guardian or another adult with legal custody. Ask what proof of parentage or custody to bring. The published rule does not establish a notarized-parent-letter substitute for legal custody, an unaccompanied-child exception, or an infant exception to the 3-person count. Keep children supervised throughout.
Visitors on probation or parole must obtain authorization before scheduling. The Sheriff’s FAQ also requires Watch Commander permission for a person who has served in state prison or was in custody within the previous 90 days. For a visitor previously convicted of a felony and confined in state prison, the plan requires written facility-commander permission under Penal Code 4571. Call 619-409-5000, identify the facility and ask for that approval process; permission from your supervising officer alone does not establish jail approval. For long-distance hardship, a serious illness, a disability-related adjustment or a visit outside ordinary rules, request the facility Watch Commander’s decision before buying travel. No automatic extra or extended visit is verified.

Clothing, belongings, infants and accessibility
Plan to secure phones, electronics and bags before checking in. Social visits are monitored and may be recorded. Do not bring weapons, alcohol or drugs to the facility. The reviewed current adult pages did not provide a complete countywide clothing list or reliable locker dimensions, cost or availability. Before travel, ask 619-409-5000 about your specific clothing, religious head covering, mobility aid, essential medication and storage needs. As practical preparation, choose ordinary covering clothing and shoes; this advice is not a substitute for a published dress code.
Las Colinas publishes a stricter item rule: only ID and car keys. Its prohibited list includes purses/bags, diapers, diaper bags, toys, food/drinks, pets, weapons, drugs/alcohol and cigarettes. Families with infants should ask the Las Colinas visiting desk how feeding, changing and medically necessary supplies are handled before reserving. Do not assume bottles, strollers, diapers or a clear bag are exceptions. The June 2025 public plan separately allows an approved diaper/formula exception and a VISA-type card for vending, and requires hands to remain visible during limited physical contact. These exceptions are not repeated on the current facility page: obtain explicit approval before bringing those items. The other facilities’ infant-item allowances were not verified; ask each desk rather than using Las Colinas or another county’s list.
Service animals as defined by the ADA are generally allowed, subject to lawful exclusions. If excluded, the visitor can still participate without the animal. Request an accessible route, communication aid or interpreter in advance through the facility and the Sheriff ADA program. The ADA page says messages are monitored Monday–Friday, 8:00 AM–5:00 PM; urgent day-of-visit needs should go to custody staff. Vista separately publishes a Lower West schedule for visitors with disabilities below; confirm the arrangement and entrance rather than assuming an ordinary module slot is accessible.

How to use the housing schedules
All tables use local Pacific time and a 24-hour clock: 13:00 is 1:00 PM; 21:00 is 9:00 PM. Listed times are starts except South Bay’s remote-video ranges, which are published booking blocks. A dash means no slot was published for that day. No ordinary in-person visits occur Tuesday or Wednesday. Check housing and availability with 619-409-5000 before making the reservation.
The June 30, 2025 public plan sets the ordinary social allowance at 2 visits of 30 minutes each per week, with a visit week from Thursday through Monday, and says no visit on a scheduled court-appearance day. Current module tables expressly provide 60-minute visits in some units; those exceptions are marked below. Social visits are normally through a window and telephone, while the plan permits contact visits at Las Colinas. Ask which arrangement applies to this person. Remote video has its own published allowance of 2 sessions of 30 minutes each per week; do not assume unused sessions carry over or that a change of facility resets the count.

San Diego Central Jail visiting schedule
Check in 30 minutes early. Visits last 30 minutes except 6B/6C, which list 60 minutes. Third-floor Televisiting appears under the onsite schedule; it is distinct from a home video reservation. *The official 7E Thursday entry is 4:03 PM (16:03), an apparent source anomaly. Confirm that entry before travel; it has not been silently changed to 4:30 PM. No onsite table for 8A/8B was located, although both appear in the remote-video group. Ask the desk for those modules.

Check in 30 minutes early. Visits last 30 minutes except S2/S3, which list 60 minutes. The Lower West ADA row is specifically for visitors with disabilities; arrange it with staff. Preserve U/L and the full module designation when reserving. A Medical Isolation entry does not override a current infection-control restriction.

East Mesa Reentry Facility visiting schedule
Check in 60 minutes early. Dorm rows list 60-minute visits; house rows list 30 minutes. The page’s prose says 4 visiting days, but its dorm table has entries on 5 days. The housing-specific entries below are preserved; confirm the booked day with staff. Remote visits last 30 minutes, even where an onsite worker visit lasts longer.

Rock Mountain Detention Facility visiting schedule
Check in 60 minutes early; visits last 30 minutes. The shared A/B/C rows apply to houses 1, 2 and 3; house 4 has distinct times. Remote video has an additional 19:00 start on Sunday only; all other remote times below are daily. The public release plan routes Rock Mountain releases through George Bailey, so a visit destination may differ from a pickup destination.

Calls, video, mail and money
Separate free communication from trust money and provider accounts.
Set up free remote video and handle a failed session
- Create your own account through SmartInmate, using accurate identifying information. Select the San Diego Sheriff facility and the correct person; complete any connection or approval steps shown before choosing Visits.
- Book at least 1 day ahead. Remote video is available 7 days per week in the module times above, with 2 sessions of 30 minutes per person each week. It is free under San Diego’s policy. An eVisit reservation for travel to the jail is a different transaction.
- Use a device with a camera, microphone and stable internet. Smart recommends Chrome, requires camera/microphone permission and says Safari is incompatible. Test access beforehand; close competing applications and use reliable Wi-Fi or a wired connection. Keep the device charged and the setting private from bystanders, while remembering that social video is monitored.
- If the person is missing, not approved or moved, verify current housing with 619-409-5000; approval and available slots may change after transfer. For black screens or disconnections, record the appointment date/time, person, booking number, device and error. Contact 727-349-1561 or the Smart customer-care form.
- Ask the jail whether a failed or canceled visit counts against the weekly allowance and how to reserve a replacement. The published county pages do not establish an automatic restored slot. Use the account’s Visits controls to request cancellation/rescheduling and confirm the facility’s deadline.
Smart’s national help pages describe paid remote visits at other facilities. Do not buy a prepaid balance just to obtain San Diego’s covered free calls/video. If a screen asks for payment, verify the selected facility and service with customer care before proceeding. Its video FAQ and refund FAQ quote different processing periods; no refund turnaround is promised here.

Free outgoing calls, blocked calls and confidential numbers
Since July 1, 2021, San Diego Sheriff jail calls have been free, including local, long-distance and international calls. The number of daily calls is unlimited, but each call is limited to 15 minutes so others can use the phones. Access still depends on dayroom availability, housing operations and individual restrictions. The public cannot dial a housing phone to reach someone or expect the custody desk to relay a routine personal message.
Current calls display 727-349-1561. Save that number and check your phone’s spam filtering or ask your carrier to unblock it. That number also reaches Smart customer care; 619-409-5000 remains the county custody line. If calls stop, check filtering and the current facility before adding money to any account. Report persistent connection issues to Smart with the affected number and dates; ask custody staff about housing access if every contact has lost calls.
Social calls are recorded. For an attorney, physician or religious adviser to have a number placed in the verified Do Not Record database, contact the Detentions Investigations Unit at 858-285-2051. Confirm registration before discussing confidential information; a contact’s professional title alone does not exempt a call. Use counsel’s established confidential channel for case strategy.

Keep the different accounts separate
| Account | Purpose | Important distinction |
|---|---|---|
| Sheriff trust / commissary | Money for the person’s purchases, through the official commissary site or approved deposit channel. | It is the person’s jail balance, not a visitor video subscription. |
| SmartInmate connection / Visits | Identity and reservation account for covered free video. | No prepaid purchase is needed for the county’s covered free service. |
| Smart Prepaid / PIN / service credits | National provider products that may appear in its general help. | Prepaid money, person-owned PIN funds and service credits have different refund rules. Verify the actual product before paying. |
| Sheriff email form | Free text submitted through Who’s in Jail; printed by staff. | Not a confidential or two-way electronic inbox. |
| Release debit card | Unused trust funds returned at general release. | Keep the card paperwork; issuer-specific help and fees are not established by the visiting account. |
If you paid into the wrong Smart product, contact 727-349-1561 promptly with the date, amount, receipt and correct/incorrect recipient or phone number. Smart’s national refund policy allows a request for a Prepaid balance of at least $5 through the account’s Prepaid Account Refund Request; service-credit purchases are generally nonrefundable. PIN funds belong to the incarcerated person and may be released only to that person on request. Those are provider-product rules, not permission to charge for San Diego’s free service or a promise to refund jail trust deposits. Ask the Sheriff’s commissary staff about a trust deposit or order.

Send a printed email and troubleshoot delivery
- Open the correct record in Who’s in Jail and select the envelope icon. Enter your email address for verification.
- Use the link in the automated verification message. If nothing arrives after 10 minutes, check spam and add netwebmaster@sdsheriff.org to your contacts. Do not send a message to that unmonitored address. Request a fresh link if the old one expires.
- Write plain text in the form: at most 2,500 characters, a single page, no photos, links or attachments. Include the postal return address you want the person to use. The system allows 2 messages from each sender and 10 total messages for the person in a 24-hour period.
- Wait for the automated receipt. Staff read and print accepted messages. The person cannot reply by email; replies go through postal mail. Do not use this channel for legal strategy, private medical records or urgent safety alerts.
A server error can mean the person is still in BKG/booking or awaiting a housing assignment. Wait for a normal housing unit in the locator before retrying. A daily-limit response requires waiting for the 24-hour period to clear. Messages for someone no longer in custody are not delivered. A receipt confirms submission, not a delivery time or personal response.

Address personal and legal correspondence correctly
The Sheriff processes jail mail centrally. Write the complete booked name, booking number and current facility name, plus your full sender name and return address. Use this destination for the county jail mail stream:
[Full booked name and booking number][Current Sheriff facility name]
Mail Processing Center
451 Riverview Parkway, Building C
Santee, CA 92071
Mail sent directly to the other jail street addresses is rejected and returned under the centralized-mail rule. Building C is a mail destination, not the social-visiting lobby. Check housing before sending and retain a copy of important correspondence. Ordinary incoming mail is opened and inspected; do not include private case strategy. The agency describes inspection of writing, but the reviewed sources do not establish that ordinary paper originals are always digitally scanned, destroyed or returned. Do not send irreplaceable originals without asking the mailroom.
Legal correspondence must come from an identifiable legal entity and follow the jail’s legal-mail requirements. Attorney mail is subject to a contraband check but is not read as ordinary mail. Ask counsel to confirm envelope identification and current privileged handling with the facility; simply writing “legal” on a family letter does not make it privileged. No current verified mailroom direct line or detailed legal-mail opening procedure was located; call 619-409-5000 and request Mail Processing Center/privileged-mail instructions.

Letters, photos, books, packages and rejection
- Letters: use plain paper and ordinary blue or black ink. Avoid altered or layered paper, heavy card stock, cardboard, construction paper, glue, glitter, stickers, ribbons, strings, bows, fabric, foam, plastic, metal or foil. Do not add lipstick, scent, stains, unknown liquids, correction fluid/tape, or drawings made with crayon, paint, glitter pen, highlighter or marker. Do not enclose blank paper, stamped envelopes, stamps or blank greeting/postcards.
- Photos: the plan requires direct shipment from a vendor, at most 10 photos, no larger than 4 × 6 inches. Do not send nudity, sexual material, violence, drugs or gang/hate/cartel imagery. The possession allowance is also 10 photos; ask whether earlier photos must leave before ordering more.
- Books and periodicals: order directly from a reputable publisher/vendor with order/packing information. Use new paperback books; no used books, hard/leather/faux-leather covers, metal/plastic spiral binding, CDs/DVDs or blank journals/sketchpads. The total possession allowance is 6 publications in any combination of books, newspapers and magazines. The plan gives an 8.5 × 11-inch size restriction and also prints a confusing 21-inch total-dimension rule; ask the mailroom to approve the exact dimensions before purchasing an unusually thick or large book.
- Packages: do not send home-packed food, clothes, toiletries or other goods. The ordinary postal package exception is approved books. Sheriff-authorized commissary gift orders are a separate channel and still depend on current eligibility.
Security-threatening, escape-related, criminal or prohibited-content material can be rejected. If mail or a book is refused, keep the envelope, order receipt and rejection notice. Ask 619-409-5000 for the specific reason, return/disposal handling and review procedure before resending. The person can use the jail grievance process; a fixed sender appeal deadline or guaranteed reimbursement was not verified. The plan also limits possession to 15 personal letters and 40 postcards, excluding legal mail from the letter count; excess property may need to be mailed out at the person’s expense or disposed of. Do not confuse an incoming-mail allowance with unlimited storage.

Deposit trust money and resolve an order problem
Use the Sheriff’s commissary site reached from the official Sheriff commissary page. Have the booked name and booking number ready, verify the recipient before paying and distinguish a trust deposit from a gift package order. Do not send money to a person who contacts you claiming they can speed release.
| Method | How it works | Restriction |
|---|---|---|
| Online | Use the Sheriff-linked sdsheriffcommissary.com; verify name, booking and current eligibility. | Review the final amount, any fee and order restrictions before submitting; keep the receipt. |
| Lobby kiosk | SMART Communications kiosks are listed in each detention facility’s public lobby. | Confirm lobby access and the available payment method before travel. |
| Cash at custody counter | Daily 8:00 AM–10:00 AM and 5:00 PM–7:00 PM. | Use the Custody Information Office; these are cash-deposit hours, not visiting or bail hours. |
| Approved instruments | U.S.-bank cashier’s checks; money orders from USPS, Western Union, banks, credit unions or savings and loans; listed government/prison/honor-camp checks. | No personal or multiple-payee checks. Posted B.5 requires approval for a check/money order over $200. |
The public plan sets a normal maximum balance of $500; a deposit that exceeds it can be refused. Posted policy B.5 describes supervisor/Watch Commander approval for exceptions, including instruments above $200. Do not assume approval. Before mailing an instrument, ask 619-409-5000 for the exact payee, booking notation, current address and processing procedure; ordinary mail permission to enclose an approved instrument does not guarantee immediate posting. Avoid mailing cash.
For a failed deposit, do not immediately repeat it. Save the transaction number, date, amount, recipient and bank status; distinguish a pending authorization from a completed charge. Ask the commissary contact shown on the receipt/site and the facility Custody Information Office whether funds posted. For a rejected, missing or late gift order, ask which eligibility rule or delivery cycle applies and whether cancellation or refund is available. Current public sources did not establish a universal processing fee, delivery cutoff or refund deadline, so none is promised here.

Basic supplies, commissary and money at release
The jail provides basic nutrition and hygiene. The June 2025 plan says every person receives initial hygiene supplies. Once a week, someone with a balance below $2 who has not received a commissary order in the previous 7 days receives a welfare package: 2 stamped envelopes, pencil, toothbrush, toothpaste, deodorant and soap. Ask the housing deputy about a missed package or urgent hygiene need; do not assume the family must deposit money to obtain basic necessities. The exact treatment of a balance of $2 should be confirmed because the plan’s eligibility wording is “less than.”
Commissary purchases use the person’s trust balance. A family gift order does not replace prescribed medical care, a dietary request or a grievance. Confirm package eligibility before buying, especially near transfer or release.
Unused trust money is returned at release. General releases normally receive a debit card and instructions signed for by the recipient. Balances above $9,500 are paid by a Financial Services check mailed to the address on file; update that address before departure. The plan says funds for release to residential treatment or another California law-enforcement agency are given directly to the person. Keep the card, receipt and issuer instructions; ask the release desk about balance access, a lost card and any charges. The current public material did not verify the card issuer or a universal fee/refund schedule. A donor should not assume the jail returns the deposit to the donor’s card.

Health, safety and complaints
Get information to clinicians, request accommodations and report harm.
Communicate urgent medical or mental-health concerns
For a person in custody who may be suicidal, withdrawing, seriously ill, injured or without essential medication, call 619-409-5000 now, select the current facility, and ask for the Watch Commander and health staff. State that this is an urgent safety or medical concern, provide booked name, booking number, current housing if known, what happened and when, and your callback number. Ask that the information reach the responsible clinician and that an immediate welfare assessment be considered. Do not leave an urgent concern only in ordinary inmate email or an unmonitored website form. A person witnessing an emergency outside the jail should use emergency services.
- Prepare a concise factual health history: diagnoses, recent symptoms, allergies, medication names/doses, last dose, pharmacy, treating clinician and recent hospitalization. Distinguish what you observed from what someone reported.
- Ask the custody operator how to reach the facility’s health staff and where to send supporting records. Do not place sensitive records in a public social-message channel.
- Record whom you contacted, date/time and the requested follow-up. If the risk continues and you cannot reach health staff, ask the Watch Commander to escalate; notify defense counsel as appropriate.
The jail’s nurses screen people before acceptance. The public plan says sick-call requests are reviewed by a registered nurse within 24 hours; that is a review standard, not a promise of a clinic appointment within 24 hours. The person should tell a deputy immediately about an urgent condition and use the housing healthcare-request process for continuing needs.

Medication, glasses, disability needs and privacy
Privately supplied medicines are generally not administered in jail. Jail clinicians prescribe through the contracted pharmacy. Give health staff the medication list and prescribing contact; do not mail pills, deliver them at a visit or assume a sealed prescription bottle will be accepted. For eyeglasses, hearing aids, dentures, orthopedic devices or other essential equipment, ask health staff to approve the specific item and explain the delivery point and documentation first. A current facility-by-facility public acceptance procedure was not verified.
Family can provide health information even when staff cannot disclose information back. To authorize disclosure, the person must sign a Release of Information naming you and your phone number. English and Spanish forms and instructions are on the Sheriff health page. Ask what the signed authorization covers and how it reaches the correct clinician; being a relative does not itself authorize access to the medical chart. Do not assume a custody information release also releases medical records.
Private physicians cannot examine patients inside the jail under the public plan. Medical Administration may approve outside private-provider appointments after review, with provider, testing and transportation costs prepaid; contact health staff before arranging anything. Ask for disability accommodations through the facility and ADA program, including communication access, assistive devices and suitable housing. For family education and support, NAMI San Diego’s helpline is 619-543-1434, Monday–Friday, 9:00 AM–5:00 PM; it is not the jail’s urgent response line.

Hospital visits and childbirth support
Hospital transport dates and locations are withheld for security. Special hospital visits may be approved for labor, childbirth, postpartum recovery or grave illness. Start with the Watch Commander at the person’s housing facility through 619-409-5000; register there and obtain an approved hospital visit pass before going to a hospital. Bring that pass and proper ID for the assigned deputy.
The plan permits 2 visitors for 30 minutes, 2 visits per week Sunday–Saturday, subject to hospital visiting rules. Visitors may not give the person any items. Any exception requires Watch Commander approval. A pregnant person may choose a support person for labor, childbirth and postpartum recovery, with approval. For the named hospital guard units at Tri-City Medical Center or Alvarado Hospital, the plan directs approval to Vista’s Watch Commander. Confirm the currently assigned unit through custody staff; the plan’s hospital names are not a locator or permission to arrive unannounced.

Internal grievances and sexual-abuse reports
A person in custody may grieve conditions or treatment, including health care, classification, programs, phones, mail, visits, food, clothing, bedding and discipline. The public plan allows forms J-22/J-22A or any written complaint, submitted to staff or the secure grievance box. Write the specific event, date, location, people involved, attempted resolution and requested remedy; keep a copy or the tracking details.
The published response standard is 7 calendar days. The process escalates through a supervisor to the facility commander’s final level. Ask housing staff for current submission/appeal deadlines and the next level if no response arrives; those exact filing deadlines were not verified in the reviewed public material. A family complaint is not necessarily a substitute for the person’s own grievance or a court deadline. Bring unresolved urgent health or safety risks directly to the Watch Commander rather than waiting for a routine written response.
The Sheriff’s PREA policy prohibits sexual abuse and sexual harassment. The person can report to a deputy, supervisor or health staff; a family member with suspected abuse should call 619-409-5000, ask for the Watch Commander and state that it is a sexual-abuse/PREA report. Give the person’s identity, location and immediate protection needs. Ask for the reporting reference and route to the investigator; do not investigate or confront another incarcerated person yourself. The reviewed page did not establish a separate current family PREA hotline, so no unverified number is listed.

Public complaints and independent review
For a complaint about Sheriff personnel, submit the Sheriff’s complaint form, report at a facility, or contact Internal Affairs at 858-974-2065; mailing address: P.O. Box 939062, San Diego, CA 92193. Give dates, facility, names if known, witness/contact details and supporting documents. Keep a copy and ask for a reference number. Use an immediate custody safety call for a present danger; a website submission is not a real-time response.
The independent Citizens’ Law Enforcement Review Board (CLERB) accepts complaints at 1600 Pacific Highway, Suite 034, San Diego, CA 92101-2422, 619-238-6776, clerb@sdcounty.ca.gov. Its own current page takes precedence over the older 555 W. Beech address still shown on a Sheriff page. CLERB accepts collect calls. A complaint must be written and signed under penalty of perjury; anonymous complaints are not accepted. Use its Complaint Form and Request/Agreement, and a medical release for an injury complaint. If you cannot print, email the complaint and mailing address so staff can prepare forms for signature.
CLERB generally requires filing within 1 year; its page excludes time the complainant was incarcerated or incapacitated from that calculation. Contact CLERB promptly for your deadline and jurisdiction. Its current authority page discusses detention health-provider oversight while older wording on another section is narrower; ask staff to assess a contractor/medical complaint instead of assuming it is excluded. CLERB review does not change a criminal case, award release or replace counsel’s legal remedies.

Case contacts, bail, actual pickup locations and first-day support.
Court dates, case information and courthouse contacts
The jail’s location does not establish which courthouse handles the case. Use the case number and assigned lawyer to confirm the next hearing, department, appearance format and any order affecting custody. A court order still has to reach and be processed by the jail. The Superior Court’s criminal offices below can help identify the correct case office; the published counter hours are Monday–Friday, 8:30 AM–4:00 PM, excluding court holidays. Telephone hours can be shorter, so check the linked office page before calling late in the day.

Central handles felony business on the first floor and misdemeanor business on the second; North criminal business is in Suite 500, and South criminal business is on the second floor. The jail entrances at Vista and South Bay are separate from courtroom access in the same complex. Use the locally hosted San Diego County court guide for the wider courthouse roster. Ask the clerk for an interpreter or access accommodation when needed; do not infer a hearing was canceled because custody transportation or an online listing changed.

Reach the assigned defense lawyer
Ask which lawyer and office is actually assigned. Appointment is a court decision; calling an office does not itself establish representation. Give the booked name, date of birth, case number, booking number and next court date. Ask the receptionist to route a time-sensitive message and provide a callback number. For someone in custody, the Public Defender describes access to a free, private call to the lawyer; ask housing staff how to arrange it.

Ask the original office to identify the assigned lawyer rather than sending confidential case details to several offices. Ordinary social calls and printed email are not privileged attorney channels. Lawyers must arrange confidential contact through the jail’s professional procedures and verified Do Not Record registration.

Bail, other holds and cash-bail refunds
- Check the current custody record and ask counsel or the court whether release is permitted, the controlling order, the amount and any separate holds or conditions. A scheduled dollar amount is not a promise of release.
- The Superior Court’s 2026 bail schedule took effect January 1, 2026 and supersedes earlier schedules. It recognizes cash or a surety bond executed by a certified surety insurer. Do not calculate a case’s final bail from a single listed charge; the court’s actual order and all holds matter.
- Before traveling or buying a financial instrument, call 619-409-5000 and ask for the facility’s bail desk: exact payment location, accepted payment form, payee, required ID, current hours and receipt procedure. A current universal public counter schedule was not verified. Do not use the commissary website to pay bail.
- Keep the original receipt and ask who holds the deposited funds. The Sheriff’s FAQ says cash bail deposited with the Sheriff is forwarded to Superior Court; direct refund questions to the court office handling the case. A commercial bond premium is a separate agreement and is not the same as refundable court cash bail.

Stored property and pickup by another person
At intake, accepted personal belongings and clothing are inventoried and stored. Bulky items such as bicycles, sleeping bags and large backpacks are not ordinary jail storage; ask the arresting agency where it retained them. Evidence held for a case has a separate release process and is not automatically part of the jail property bag.
- Ask the person what was booked into jail property, which facility has it, and whether an urgent item such as keys can be released separately.
- Call 619-409-5000 for that facility’s property staff before a trip. Ask whether third-party release is permitted, what authorization the person must sign, who may collect it, accepted ID, exact desk and pickup hours.
- Bring the approved authorization and ID as instructed; compare the receipt and contents before leaving. Ask for written follow-up on a missing item.
A current public third-party release form, universal pickup hours and facility-specific ID list were not verified. Do not substitute an incoming-property receipt or check-cashing form. For property retained after release, contact the facility promptly about its current retention and disposal deadline; do not assume belongings stay available indefinitely.

Release timing and the correct pickup door
The June 30, 2025 public plan gives the operating patterns below in Pacific time. They are processing windows, not an appointment or guaranteed release time. Court-ordered release must reach the jail, usually after the court’s business, and staff must process the order and check other holds. The locator’s current warning about release-date recalculation makes direct confirmation especially important. Call 619-409-5000 with the booking number and ask which facility will physically release the person.
| Facility | Published pattern | Pickup / transport |
|---|---|---|
| Central | Served-time processing starts about 07:00; other releases throughout the day. | Exit several feet south of the public Custody Information lobby. |
| Las Colinas | Served time about 07:00; other releases continue until 00:00 unless other arrangements are made. | Public Custody Information lobby. During established evening hours, staff arrange transport to Grossmont Trolley Station for people without a ride. |
| Vista | Served-time releases 07:00–22:00; other releases throughout the 24-hour day. | Public lobby door. |
| South Bay | Served time about 07:00; other releases through 22:00. | Public Custody Information lobby. |
| George Bailey | Served time about 07:00; other releases through 22:00. | Exit a few feet west of the lobby entrance. Staff arrange transport to Iris for a released person without transportation. |
| East Mesa | Served time about 07:00; other releases through 22:00. | Door to the left of the public lobby. Staff arrange transport to Iris for a released person without transportation. |
| Rock Mountain | Served time about 07:00; other releases through 22:00. | The plan directs transfer to George Bailey for release at its public Custody Information lobby; confirm the actual pickup before driving. Staff arrange Iris transport when needed. |
The plan calls the Otay connection “Iris Street Trolley Station”; MTS uses Iris Avenue Transit Center. Confirm staff’s actual drop-off and the last onward service. These arrangements are for people being released, not visitor shuttles. Bring a charged phone, weather-appropriate clothes and a transport backup; ask staff where a driver may legally wait and about accessible pickup. Before leaving, the person should check property, remaining funds, release paperwork, medications/instructions and any reporting or court obligations.

Plan the first day home and ongoing support
Before release, ask the housing counselor or reentry staff about identification, benefits/Medi-Cal enrollment, medication supply and prescriptions, follow-up care, housing, food, transport, work and any supervision appointment. The Sheriff offers education, vocational and wellness programs, employment support and community referrals; actual access depends on housing, eligibility and program availability. County Parole and Alternative Custody requires screening and approval; a family application or program inquiry does not itself authorize leaving custody.
Call 2-1-1 for free, confidential San Diego referrals available 24/7, including food, housing and health resources. For relay access dial 711 and ask for 858-300-1211. Explain the actual release location, mobility, language, immediate health needs and whether there is a safe place to stay. A referral is not a guaranteed bed.
Follow the supervision office listed on the release order. County Probation contacts include North Adult Supervision, 325 S. Melrose Drive, Suite 2600, Vista, 760-806-2333; South, 1095 Bay Boulevard, Chula Vista, 619-498-2111; and East, 250 E. Main Street, 8th Floor, El Cajon, 619-441-3441. Community Support Services is at 3977 Ohio Street, San Diego, 619-837-6200. The Community Transition Center at 3880 Rosecrans Street serves the specific state-prison Post Release Community Supervision process; it is not a universal walk-in shelter or reporting destination for everyone leaving county jail.

Plan travel and resolve remaining questions
Parking, current operators, final approach, food and lodging.
Driving, real public parking and final access
Navigate to the physical visiting address, not the Santee mail-processing address or a court clerk’s office. Build the required early check-in into the trip after parking and security, not just the vehicle arrival time. Call 619-409-5000 and select the facility for gate, parking and accessibility questions.
| Facility | Verified location / option | Final approach and limits |
|---|---|---|
| Central | Evan V. Jones Parkade, First Avenue and A Street; a public paid garage operated by Ace Parking. | San Diego Theatres lists accessible spaces on each floor and 6 feet 8 inches clearance. Check posted rates, access hours and event restrictions. Walk on public sidewalks toward 1173 Front Street; this is not jail parking validation. |
| Vista | Court-published public lot in front of 325 S. Melrose Drive; enter County Complex Way from S. Melrose. | Use marked public spaces, not restricted staff areas. Confirm after-hours access for the visit; the jail is Suite 200, distinct from the court entrance. |
| South Bay | Court-published designated public parking around the South County Regional Center at 500 Third Avenue; surrounding streets also have meters. | Read restrictions and meter rules. Court parking guidance does not establish overnight or evening jail-visitor access; ask the visit desk for the correct entrance and usable lot. |
| Las Colinas | 451 Riverview Parkway, Santee. | The reviewed sources did not establish a current visitor-lot entrance, opening hours, fees or accessible drop-off. Ask the visit desk to identify the designated visitor parking before travel; nearby retail lots are not verified jail parking. |
| George Bailey / East Mesa / Rock Mountain | 446 Alta Road, Suites 5300 / 5200 / 5400 respectively. | Confirm the correct suite, checkpoint, visitor lot and accessible drop-off with that jail. A current public lot map, fee and access schedule were not verified. Do not use another institution’s entrance or assume the three lobbies interchange. |

Current transit operators, stops and last-mile limits
Plan for the actual visit date, early check-in, weekend service and last return trip. MTS trip planning is 619-233-3004; NCTD is 760-966-6500. NCTD’s own current hours are Monday–Friday, 7:00 AM–7:00 PM, and weekends/holidays, 8:00 AM–5:00 PM; an older MTS cross-reference lists shorter weekday hours. Tell the operator the jail’s exact address and any mobility needs.
| Facility | Current operator route / stop | Final approach and limits |
|---|---|---|
| Central | MTS Orange Line: Courthouse Station, 330 W. C Street, stop 75109; Civic Center serves Blue/Orange. MTS Front Street & B Street stop 12012 lists routes 2, 7 and 11. | From the downtown stop, use public sidewalks/crosswalks to 1173 Front Street. The courthouse and jail have different entrances. Check the direction of travel and return departure. |
| Vista | NCTD BREEZE 332 connects Vista Transit Center and Buena Creek SPRINTER; its route map marks Vista Courthouse on Melrose. | Ask the operator for the courthouse/Melrose stop and the current stop identifier. Continue on the public approach to the county complex and Suite 200. A precise accessible curb-to-jail route was not verified; ask the jail before relying on it. |
| South Bay | MTS Blue Line to H Street Transit Center, then route 709; the current 707/709 timetable includes H Street & Third Avenue. | Continue along public sidewalks to the regional center at 500 Third Avenue; confirm the jail visitor entrance. The bus timetable does not establish a jail-door stop. |
| Las Colinas | MTS Copper Line serves Santee Town Center (stop 96006); route 832 provides the local Santee loop and lists Cuyamaca Street & River Park Drive (41052). | Use the current Copper Line connection, including a transfer at El Cajon when required. These are area transit points, not verified closest jail stops. Ask MTS and the visit desk for the usable final route to 451 Riverview Parkway and accessible entrance. |
| George Bailey / East Mesa / Rock Mountain | MTS route 905 connects Iris Avenue Transit Center (stop 91021) and Otay Mesa Transit Center. | The reviewed route map does not establish service to the Alta Road jail doors. Arrange the final car, taxi or accessible ride to the correct 446 Alta Road suite and the return trip. Do not treat the roadway as a verified walkable route. Sheriff release transport is not available to ordinary visitors. |
Check live departures and service alerts through MTS or NCTD; published service can change. Both agencies advertise fare changes beginning October 1, 2026, so confirm the fare for the travel date instead of using an old fare quote. Paratransit requires its own eligibility and reservation process; a jail visit is not an automatic booking.

Published conflicts and precise remaining questions
This review distinguishes current facility pages, the dated public plan and provider terms. The practical unresolved points below have a responsible contact; they are not permission to assume a rule.
- Visiting: a complete current adult clothing list, locker availability/fees and infant-item procedure outside Las Colinas were not verified. Ask the facility visit desk through 619-409-5000; Las Colinas’s restrictive page and the plan’s approved diaper/formula/VISA-card exception require advance clarification.
- Schedules: Central 7E Thursday is printed 16:03; Central 8A/8B and George Bailey 5C have no verified onsite row. Las Colinas combines video-only headings with onsite rows; East Mesa prose says 4 days while its dormitory table lists 5. Ask the named facility scheduler before reserving or traveling.
- Money: confirm mailed instrument payee, current processing time, commissary order cutoff, transaction fees and disputed-order refund route with the official store or facility trust staff. Release debit-card issuer/fees and exactly $2 indigence eligibility were not verified.
- Mail and grievances: confidential-mail opening procedure, rejection appeal deadline, grievance filing and appeal deadlines were not established in the reviewed current public material. Ask the mailroom or housing supervisor and obtain the current written rule.
- Health and property: get facility health approval and delivery instructions for glasses/devices. Third-party property release form, accepted ID, desk and hours require confirmation with the holding jail; no universal procedure was verified.
- Travel: Las Colinas and the Alta Road facilities lack a verified current public visitor-lot map, hours, fees and accessible final approach in the reviewed sources. Vista/South court lots do not establish nighttime jail access. MTS/NCTD and the jail must confirm the usable final path; route 905 does not establish Alta Road jail-door service.
- Source access: Sheriff pages/PDFs returned direct-access errors; the review used current indexed primary-source text, including module tables and the June 30, 2025 plan. Newer manual-list dates do not prove that every underlying policy was reread or changed. No direct staff confirmation was obtained.

Facility record / California
Confirm the current county custodian before using facility instructions.
George F Bailey Detention Facility is a county or city jail in San Diego, San Diego County, California. It has a rated capacity of 1,380 and a reported population of 1,668 — about 121% occupancy, as recorded in the February 2026 federal dataset. By capacity it is the 14th-largest of the 91 county or city jail records listed for California with a published capacity. It is one of 21 correctional facilities in San Diego County.
Jail411 does not hold custody records. A listing here does not mean anyone is held at this address. Confirm the person’s location with the responsible agency before you travel, send money, or pay for a service.
Where this record came from. The contact, status and security fields, with capacity and population, come from the HIFLD and Federal Bureau of Prisons directory release refreshed February 2026. They describe the record, not today’s population. Check the facility’s current official website.

Clear information.
Clear boundaries.
Jail411 is an independent information resource for families and friends. We are not a government agency, jail operator, law firm or live custody-records service.
Can Jail411 tell me if someone is in custody right now?
No. Jail411 does not hold live custody records. Use the official locator for the county, state, federal or ICE system that has the person; start here if you do not know which.
Does posting bond mean the person comes home?
Not always. A probation or parole hold, another county's warrant or an immigration detainer can keep someone in custody after bond is posted. Ask the jail what holds are on the booking before you pay.
What should I confirm before visiting?
The person's current facility, the visiting schedule, approval requirements, accepted identification and arrival instructions. Check the facility page and its official sources before you travel.
What if I find something that needs correcting?
Send us the page and the detail that needs attention. Include the official source when you have one. Do not send private booking documents or other sensitive personal information.
